Africa-Press – Angola. The governor of Huíla province, Nuno Mahapi, this Thursday exonerated the director of Health, Luciana Guimarães, six days after being sentenced by the Lubango District Court to three years in prison, with a suspended sentence, for embezzlement.
In the same dispatch, he appointed the specialist in medical emergencies, Paulo Luvangamo, to the position, having previously been exonerated from the portfolio of the Public Health and Endemic Diseases Control department that he took over a year ago.
Kelson do Carmo Francisco was appointed to that department. Luciana Guimarães has been at the head of the provincial health department since 2018.
On the 23rd, the District Court of Lubango sentenced Luciana Guimarães to three years, with a suspended sentence, in a case in which the former head of the Public Health department, José Hélio Tchiangalala and Rosa Chilepa, were also sentenced, at the time of the facts, head of the statistical area of the same Department, both five years in prison.
The problem resulted from the subtraction of more than nine million kwanzas, out of a total of 27 million 104 thousand kwanzas, financed by UNICEF to the National Directorate of Public Health and Control of Endemic Diseases for training municipal technicians and the public health department. Luciana Guimarães was accused of having unduly benefited from more than 300 thousand kwanzas.
Luciana Guimarães was responsible for managing the money, assisted by technicians from the Public Health department, namely Hélio Tchiangalala and Rosa Soma.
The then director had as mitigating factor the return of the alleged allowance that she had unduly received, in the amount of 331,000 kwanzas.
