Africa-Press – Angola. For this academic year 2022/2023, public and private higher education institutions have a total of 158,910 vacancies, according to an announcement by the Ministry of Higher Education, Science, Technology and Innovation (MESCTI).

The Ministry said that, of the 158,910 places, a total of 134,472 are for private education, representing 85 percent, while only 24,438, corresponding to 15%, are reserved for public education.

MESCTI, in a document, which aimed to address aspects related to the preparation of the academic year 2022/2023 and the rules that must be followed, reaffirmed the seriousness of the process of authorization of vacancies, embodied in respect for the law and principles to guarantee the quality of the teaching-learning process.

For the academic year 2022/2023, the Ministry controls a total of 98 legalized and recognized Higher Education Institutions (HEIs), of which 28 are public and 70 are private.

Compared to the academic year 2021/2022, MESCTI explains that there was an increase of 6,984 vacancies, which represents more than 4.6%.

The areas of Social Sciences, Humanities and Arts account for 61.4% of vacancies, Natural and Exact Sciences with 2.5%, Engineering and Technologies with 20.6%, and Medical and Health Sciences with 15.4%.

He stressed that the vacancies were distributed in order to guarantee the quality of the teaching and learning process and the training of professionals, so it is necessary to ensure the existence of the essential conditions. In these terms, the Ministry states that the HEIs themselves, when requesting vacancies, need to be aware of the installed capacity, the existing technical-pedagogical and human conditions.

Added to this is the legal obligation and moral responsibility to provide good quality education, particularly in the area of ​​Health Sciences, subject to specific regulations for the creation and operation of these courses.

Fundamental conditions

The Ministry advanced the need for a faculty in quantity and quality, with the appropriate profile to safeguard the student/teacher ratio and the quality of the teaching provided.

It states that the authorization of vacancies in the Higher Education subsystem depends on the existence of fundamental conditions in the HEIs, namely, sufficient laboratories with appropriate conditions for carrying out laboratory activities and practices inherent to the courses, infrastructures for teaching and learning, creation of workshops, curricular internships for students and host partners.

The knowledge of the training domains, established in the National Plan for the Training of Staff (deficits, in balance and in surplus) includes the number of courses, graduate students in each domain and the quality of teaching and learning.

The new General Regulation for Access to Higher Education, approved by Presidential Decree No. 5/19, of 8 January, establishes the rules and procedures to be followed by HEI managers in the access process.

According to the regulation, the experience of previous years recommends strengthening some measures or changing some procedures, so that HEI managers can efficiently implement the processes inherent to access, with a view to achieving the best possible results.

Until the academic year 2020/2021, Higher Education Institutions had more than 600 courses, by which time the State had legalized around 104 new courses.
