Minister highlights territorial division as a way of bringing citizens closer together

Africa-Press – Angola. The Minister of State and Chief of Staff of the President of the Republic, Adão de Almeida, highlighted this Tuesday, in Luanda, the territorial division underway in the country as the ideal way of bringing administrative power closer to the citizen.

At the opening ceremony of “Ombudsman Week”, the government official stressed that the public administration must ensure that the State’s presence is felt where it is truly needed.

He also added that it is necessary to leave certain areas of intervention to the private sector through the implementation of a set of measures to simplify and reduce bureaucracy in administrative action, embodied by the SIMPLIFICA Project.

“To better serve citizens, the State has to be increasingly agile, more dynamic and closer”, he emphasized.

He mentioned that among the set of administrative reforms underway, the decentralization process that will lead to the institutionalization of local authorities deserves special mention.

​On the other hand, he explained that it is essential that the ​Ombudsman also prepares to extend his action when local authorities are institutionalized, considering that these will be part of the public administration and will provide services to those administered, a relationship which may result in conflicts between the parts.

He stated that in administrative action, the State permanently relates to citizens, both with rights and obligations, with the latter being in a more fragile position.

​”Managing public affairs is the main responsibility of Governments, an exercise carried out with the primary and main purpose of satisfying collective needs”, he stated.

The complexity, he said, of this task requires the State and Public Administration to permanently reform, which is a challenge and an objective for any Government that seeks efficiency and effectiveness in providing services to citizens.

“Ombudsman Week” takes place from the 19th to the 28th of April under the motto “The ombudsman as a mediator of conflicts between the citizen and the public administration”.
