National Assembly Aims to Strengthen Adoption Regulations

Africa-Press – Angola. The Vice-Speaker of the National Assembly (AN), Américo Cunonoca, reaffirmed on Friday in Luanda the Parliament’s commitment to strengthening institutional advocacy for the improvement of the adoption system in Angola, with more effective laws, greater protection for vulnerable children and reinforcement of oversight mechanisms.

Speaking on the sidelines of a lecture on “The Adoption Process in Angola,” under the motto “Building Bonds, Creating Stories,” the lawmaker said the AN will continue to work to improve the rules concerning adoption to make it more efficient, safe, and adapted to current social challenges.

Américo Cunonoca emphasized that the social situation of minors in Angola requires urgent and coordinated responses, recalling that, according to the results of the 2024 Census, 62 percent of the Angolan population is young, in a universe of 36 million inhabitants.

Américo Cunonoca also pointed out the persistence of problems such as the lack of civil registration, which affects a large number of children, and the high incidence of cases of violence, abandonment, and violations of essential rights.

He also mentioned data from the National Institute for Children (INAC), which recorded 26,386 cases of violence against minors from January to October of this year, with paternity evasion, child labor, and physical and psychological violence being some of the most frequent occurrences.

For the parliamentarian, these indicators demonstrate the urgency of a faster and more humane adoption system, capable of ensuring the full integration of children into stable families.

The meeting aimed to inform participants about the legal framework and procedures involved in the adoption process in Angola, including current laws and the responsibilities of both adoptive parents and adopted children, as well as identifying and addressing the challenges faced by institutions, adoptive families and children during the adoption process.
