Launched by the Ministry of Economy, through the Support Institute for Micro, Small and Medium Enterprises (INAPEM), the new platform will allow economic agents to certify their companies remotely, eliminating the need for physical presence for this purpose.

In this sense, INAPEM presented the new portal that reduces the time from 30 days or more to just three days for the applicant to obtain his certificate.

The president of the Association of Businessmen and Entrepreneurs of Zaire (AEEZ), Domingos Jovita Judite, said that, from now on, members of the class will no longer travel to Mbanza Kongo or Luanda to certify their companies, starting to do so from from the office or home.

Speaking to the press, on the sidelines of the meeting to present the said platform, the businessman underlined that this innovation has simplified the process and made life easier for economic agents in the country, in general, and in the province, in particular.

In turn, the head of the department of studies and statistics at INAPEM, Cláudio da Silva, who presented the new platform, described several advantages of this new mechanism and the company certification process.

He explained that it will be enough for companies to have access to their data and upload their information on the portal via the internet so that their companies can be certified, thus reducing costs and waiting time to obtain the document.

He highlighted three advantages of this process, namely the monitoring of the entire certification process in real time by users, via the portal, the expansion of services, with their decentralization, including their functionalities, as well as the reinforcement of security mechanisms with the introduction of the QR Code, the digital signature and geolocation in the certificate.

He also said that, in terms of functionality, a mechanism was introduced that will facilitate interaction between businessmen and INAPEM and vice versa, and also the interoperability of the systems between the General Tax Administration (AGT) and INAPEM.

He highlighted as advantages of company certification, the benefits of tax component, classification of companies and institutional support, stressing that the benefits are attributed according to the classification of companies in micro, small and medium.

In terms of institutional support, INAPEM’s senior staff explained that under Law 30, organic units are obliged to reserve 25 percent of their budget to serve micro, small and medium-sized companies in order to leverage their functioning.

Paulo Silva explained that the new platform, officially launched on the 25th of May in the country, will cohabit with the old one, within a period of 30 days, with companies that have the old certificate having to renew it within this defined period of time.

The director of INAPEM provincial services in Zaire, Maria dos Anjos Wazika, highlighted that the certification of companies by her institution allows micro companies to pay only two percent of the industrial tax to the State, also exempting them from paying the tax of stamps.

He informed that INAPEM in Zaire has already certified, through the old platform, 75 companies, out of a universe of 668 that are included in the data system of his institution in the region.

The meeting was attended by economic agents, traditional entities, members of defense and internal order bodies, civil society organizations and other guests.

The act was opened by the vice-governor of Zaire for the political, social and economic sector, Afonso Nzolameso, who hoped that the new platform would certify companies in due time, in order to make life easier for the business class in the region.
