The Ministry of Public Administration, Labor and Social Security (MAPTSS) proposes a new employment law, with the aim of inserting more young people into the labor market, still within the 2023-2027 five-year period, said Secretary of State Pedro, in Lubango. Filipe, during the Consultative Council of the sector.
Pedro Filipe highlighted that the Labor subsector plans to implement a broad program of professional internships, as a way of inserting more young people into the job market. The strategy, he said, will adopt programs to reduce unemployment, through a gradual and balanced process with the strengthening of the economy and the competitiveness of companies.
The Secretary of State for Labor and Social Security also said that a platform for the management of employment services will be created and streamlined to systematize and control requests, offers and job placements or professional internships.
The plan, he assured, will promote programs to stimulate Startups, such as mechanisms to promote competitive and sustainable micro-enterprises to increase job creation in the information and communication technology sector, in particular.
Regarding Mandatory Social Protection, the official stressed that MAPTSS intends to strengthen social protection, by increasing the contribution base and guaranteeing the system’s long-term sustainability through the implementation of the hybrid financing model, namely taxpayers and the State. He defended, however, that the General Labor Inspectorate (IGT) should reinforce the training of inspectors in terms of mediation of individual and collective labor disputes.
The training will be given by specialists with extensive experience on the matter, to improve the legal-labor relationship between workers and employers.
Strategies were defined for the National Institute for Employment and Vocational Training (INEFOP) to meet the target set out in the Action Plan for the Promotion of Employability (PAPE), which aims to create 83,500 jobs this year.
Public Administration
In the Public Administration sector, the Advisory Board recommended, for the five-year period 2023-2027, the implementation of a career plan in the sector, aimed at the personal and professional development of civil servants.
The plan defines a new model for the remuneration regime for the Public Administration and the implementation of results-oriented performance management, promoting excellence and quality of service, through the permanent monitoring of objectives.
It also provides for a reassessment of the reform process of public institutes, with a focus on improving public expenditure, promoting the implementation of policies to simplify and reduce bureaucracy in public services, increasing the use of online solutions, as well as strengthening scientific collaboration between university scientific research centers and Public Administration.
Among the goals is, also, the creation of a regime of control and administrative accountability of the public service, as well as the improvement of the quality of the public service, through the development of the competences of the directors and technical staff at the national level, necessary for the performance of the functions. .
The plan guarantees the expansion of the Integrated Services for Citizen Assistance (SIAC) network throughout the country.
Increase in Social Security contributors
The National Institute of Social Security (INSS) recorded an increase of 79,502 taxpayers, from 142,199 in 2018 to 215,409 in the 1st quarter of 2022.
As for the number of insured workers covered by the Compulsory Social Protection, there was an increase of 843,195, from 1,638,393 to 2,167,687.
The number of pensioners increased from 132,176 in 2018 to 196,302 in the 1st quarter of 2022, corresponding to a growth of 48.51 percent. The dependency rate represents the number of insured persons per pensioner, which is 11.04 percent.
Within the scope of the recovery of PSO’s assets, the reintegration of important assets into the assets of the legitimate owner, Social Security, stands out. These are the Luanda Medical Center, Consolação and Eucaliptos, Instituto Sapiens, Kings Towers and Hotel Monalisa buildings.
