Africa-Press – Angola. The National Electoral Commission (CNE) will now have three accredited national electoral observers, who will attend the plenary meetings of this body, especially in the period from the start of the electoral campaign until the publication of the final results.
This reform was introduced in the articles of the proposal and the draft Amendment Law on the Composition and Functioning of the National Electoral Commission (CNE), which was approved, on Thursday, 07, in detail, by the deputies of the National Assembly.
Observers will be appointed from among themselves, in accordance with current legislation, and aim to reinforce the transparency and credibility of the electoral process.
During the debate on the specifics, the deputies agreed to create a new chapter on the structure and personnel of the CNE, including contractual management positions, based on applicable legislation.
The Commission’s responsibilities were adjusted, with some specific responsibilities being transferred to the plenary, “ensuring greater coherence and transparency in its internal functioning.”
The parliamentarians assigned to the 1st and 9th committees of the National Assembly also approved provisions that strengthen the access of commissioners, representatives, permanent assistants and observers to the counting and dispatch centers, guaranteeing their presence from the beginning of the electoral observation until the official publication of the results.
The vote followed the criterion of approving only points that achieved consensus.
Proposals that did not reach agreement among the proponents were considered withdrawn, in order to preserve the spirit of convergence.
It should be noted that the Organic Law of the National Electoral Commission (CNE) defines the structure, organization and functioning of this body responsible for organizing, executing, coordinating and conducting electoral processes in Angola.
