Africa-Press – Angola. The assumptions about rights, duties and guarantees of citizens and their limits, in the light of the Constitution of the Republic, are being debated this Monday, in the municipality of Ombadja, province of Cunene, during the 1st Municipal Colloquium on Culture Citizen law.
The one-day meeting also addresses aspects of guarantee judges, procedural measures of a precautionary nature and the role of the lawyer in the administration of justice.
The event in which community leaders, administrative authorities and traditional power, religious entities and associations participate, focuses on raising awareness about the rights and duties of citizens.
At the opening, the director of the Legal and Exchange office of Ombadja, Elma Halukueinge, said that citizens’ lack of knowledge of legal norms was accentuated, which leads individuals to conformism in case of seeing their rights and guarantees violated.
For this reason, he underscored the importance of raising the legal awareness of leaders, in order to transmit notions about legal rights and obligations to other citizens, with a view to effective administration of justice.
Elma Halukueinge said that legal discipline will allow citizens to have an understanding and strict compliance with the laws and guarantee the real mechanisms for the defense of their rights, when these are being violated.
“It is necessary to invest seriously in the dissemination of legal norms and values in order to contribute to raising awareness and improving the perception of what the law has”, he underlined.
The municipality of Ombadja is 98 kilometers from the city of Ondjiva and is divided into the communes of Xangongo (headquarters), Humbe, Naulila, Mucope and Ombala yo Mungo, with a population of 394,964 inhabitants.
