Parliamentary Leaders Push for Local Government Legislation

Africa-Press – Angola. The heads of the parliamentary groups with seats at the National Assembly advocated on Tuesday (16), in Luanda, for the completion of the Local Government Legislative Package, with the discussion, in detail, of the latest law on the Institutionalization of Local Authorities.

The position was expressed in statements to the press at the end of the courtesy audiences granted by the National Assembly (AN) Speaker, Adão de Almeida, to the parliamentary leaders of the MPLA, UNITA, PRS, FNLA and PHA.

The UNITA whip, Navita Ngolo, stated that one of the main challenges presented to the Parliament Speaker was the completion of the local government legislative package.

According to the MP, the Speaker, Adão de Almeida, indicated that “there are no details to be given, it is necessary to resume the process, always in the spirit of consultation already practiced during the discussions of the laws on the general elections”.

Navita Ngolo considered that the completion of the legislative package is a challenge assigned to the parliamentary group, since the institutionalization of local authorities and the holding of transparent general elections are structuring issues of democracy and transcend party affiliations.

The parliamentarian mentioned that some laws have already received consensus from the parliamentary groups, but there are still pending bills, such as the Electoral Observation Law, the Political Parties Law, amendments to the laws and the financing of political parties.

In turn, the parliamentary leader of the PRS, Benedito Daniel, stressed that during the meeting a special attention was given to the completion of the local government legislative package.

“We consider it urgent to overcome party difficulties, think together and work to overcome all differences. Only in this way will it be possible to approve the law that has long been awaited and that will allow the holding of local elections,” he said.

Benedito Daniel believes that, with the disposition presented by the National Assembly Speaker, the process could be completed as early as 2026.

“The Speaker of the National Assembly expressed openness to collab in any possible way, so that the National Assembly can fulfill the functions entrusted to it,” he said.

The FNLA whip, Nimi A Nsimbi, stressed that the issue of local governments must be resolved first, considering that elections will take place in two years and it will be necessary to harmonize the process to allow for effective participation.

Nimi A Nsimbi hopes that the legislation will be completed in 2026, and that the regulations on the National Electoral Commission should also be fully completed.

In turn, the MPLA whip, Joaquim dos Reis Júnior, stated that “the legislation will receive the necessary attention and will be addressed as soon as the specialized working committees have the documents prepared for discussion.”

Reis Júnior added that the bills are on the agenda and that the MPLA parliamentary group has made a commitment to the National Assembly Speaker to maintain the spirit that guided the discussion of the electoral package in the assessment of the local government package.

“All bills that have been submitted to the National Assembly, whether proposals or projects, will be dealt with at the appropriate time and, after analysis, a decision will be made on improvements and approval,” he said.

The parliamentarian reinforced that all documents have the same dignity and should be treated with the same rigor that the deputies have always applied to bills in the National Assembly, reaffirming the commitment of the MPLA parliamentary group to this process.
