The Integrated Plan for Intervention in Municipalities (PIIM) has already invested, in the construction and recovery of infrastructures, at least 450 billion kwanzas, of an estimated amount of 2 billion dollars, whose portfolio will be concluded, until June, in 80 percent, with the execution of 1207 projects.
The information was released on Thursday (28), in Luanda, by the Secretary of State for Local Authorities, Márcio Daniel, at the end of the ordinary meeting of the PIIM Interministerial Commission. “The rate of use of the resources, already available, is accelerated. At the moment, we have 1983 projects in execution, with allocated and paid quotas”, he explained.
For Márcio Daniel, who is also the coordinator of the Technical Group for the Implementation of the PIIM, the balance of the actions carried out so far is positive, because this program is not done in any way, it respects all the requirements of the physical and financial execution foreseen. in the projects”, he said. Proof of this, he continued, “is that the PIIM started with 1749 projects, and, by June 2022, 1207 will be completed”.
The PIIM has a total of 2653 projects, included in the portfolio with an increase authorized by the Holder of the Executive Power, according to the economic and financial rebalancing. “PIIM has proved to be a true school of learning, insofar as these 1983 projects, which are in progress, have fulfilled all the conditions precedent established by the Public Procurement Law and the rules related to public investment”, said Márcio Daniel.
The Secretary of State for Local Authorities said that the municipalities are complying with these conditions, in a faster time, than they did before, when the PIIM was launched. Technical capacity, he said, makes them prepared for other challenges that may be placed upon them. Regarding the conclusion of the works, Márcio Daniel explained that, until next June, a total of 535 projects will be inaugurated, distributed by the sectors of Health, Education, Energy and Water, the latter, with 238 projects. The works also include roads.
The provinces of Bié, Benguela and Huíla, with many completed projects, present faster execution rates. Márcio Daniel said that the PIIM, in Cuando Cubango, underwent a reformulation to integrate the technical conditions related to the public tender and the signing of contracts. “We had a period, which coincided with the previous month, to fulfill all the conditions precedent related to the public tender, as well as the signing of contracts. At this moment, the projects in the PIIM portfolio in Cuando Cubango already have 50 percent of physical execution, due to the financial resources made available”, he pointed out, having mentioned that, within the contractual forecast, some works are starting to be concluded.
The Secretary of State for Local Authorities, Márcio Daniel, underlined that there are 904 projects that have entered the PIIM portfolio as a result of the increase in the amount made available. “Some provinces have allocated resources to ongoing projects and have added new projects. These new projects are included in the PIIM portfolio, which means that they have to go through all that phase related to preparation, start-up and completion. it will certainly go beyond the end of the legislature, August of this year, one or the other could be concluded earlier”, he stressed.
On the other hand, Márcio Daniel made it known that there are a number of projects, especially the construction of communication roads, which are very conditioned due to the intensity of the rains. “The projects suffer major constraints in their execution, slowing down due to the intensity of the rains”, he said.

Openings Perspective
The Program for Integration and Intervention in Municipalities (PIIM) may have concluded, by June, a total of 735 projects, distributed in 14 sectors of activity, with emphasis on Education, Health, Public Works, Public Administration and Water .
Thus, Education has 269, Health -94, Public Works -84, Public Administration -76, Communications -68, Water -67, Energy -36, Construction and Urban Planning -8, Security and Public Order -7, Agriculture -6, Spatial Planning and Housing -6, Transport -5, Commerce -5, Environment -3, Higher Education -1, making a total of 735 projects. The Education Sector, with 269 projects, represents 37 percent of the total of 735 works to be inaugurated, with Higher Education being the smallest in representation, with only one project to be inaugurated.
The agenda also includes a Musical Academy, an Amphitheater, a Sanitary Landfill, a University Camp, a Youth House, a Social House, a Centrality, a Training Center, a Women’s Center, a Children’s Center, two Libraries, two Centers Nurseries, three Sports Fields, three Semi-Detached Houses, three Cemeteries, three Recreation Clubs, 12 Municipal Administrations, 35 Health Centers and 65 Function Houses.
The preparation of projects to be inaugurated also includes 30 health posts, 30 roads, 17 bridges, 16 hospitals, six markets, six police stations, four playgrounds, four gardens, three public squares, a multipurpose pavilion, a monument, a mill, a student home, a High School of Health, a church, a factory and a police station.
Distribution By Provinces
The projects are distributed throughout the national territory, namely in the provinces of Bengo with 20, Benguela -36, Bié -74, Cabinda -15, Cuanza-Norte -41, Cuanza-Sul -38, Cunene -49, Huambo -72, Huíla -58, Luanda -55), Lunda-Norte -36, Lunda-Sul -54, Malanje -21, Moxico -104, Namibe -29, Uíge -21 and the province of Zaire with 11 projects.
Moxico province has the largest number of projects to be inaugurated, occupying around 14.17 percent of the universe, followed by Bié province, with 10.08 percent. On the other hand, the province of Zaire, with 11 projects, represents 1.50 percent of the universe of projects to be inaugurated.
