Africa-Press – Angola. The Ministry of Finance will demand from public managers the presentation of public auscultation reports as a condition for the submission of budget proposals, with a view to promoting more participatory and transparent public management.

The information was advanced this Monday, in Luanda, by the Secretary of State for the budget, Juciene de Sousa, who spoke at the opening of the Seminar of Presentation of Instructions for the preparation of the State General Budget (OGE) for the 2026.

According to the Secretary of State, this is a measure that aims to ensure greater alignment between proposals and real collective needs.

She also said that to improve the elaboration of OGE/2026 it is essential to obey demanding criteria for prioritization, because the affectation of resources is to privilege projects with real and measurable impact on the lives of citizens.

‘In this framework, the basis of prioritization must remain the National Development Plan (PND). For this reason, we must consolidate the program-budget logic, which requires greater connection between the allocated resources and the objectives of the plan, ‘she said.

The focus on results also requires greater rigor in expense programming, which should start from the analysis of the levels of execution of previous years, thus promoting greater realism and effectiveness in the budgeting process.

She stressed that these requirements should not be seen as mere administrative procedures, but as fundamental pillars for building a more responsible, transparent and results -oriented budget.

Regarding the territorialization of the budget, the official said it was essential to ensure that the impacts of expenses are properly located, allowing, at the provincial and municipal level, the effective implementation of public policies and the improvement of the living conditions of the populations.

She added that the success of this process also requires effective articulation between the sectoral bodies, the provincial governments and the ministries of finance and planning, as well as institutional communication.

In turn, the head of the MINFIN National Budgeting Policy and Standards Department, Jones Dembo, said that the OGE/2026 document reinforces the need for prioritization of expenses such as the public investment portfolio composed of three thousand projects.

In addition, it has advanced, in this budget that the new projects will not be enrolled in the dimension of the portfolio.

Board of Directors of the National School of Public Administration and Public Policy (ENNAP), representatives of state institutions, among other entities participated in this Provincial Finance Delegates Seminar.

General State Budget is the main instrument for operationalization of public policies. Its quality defines the reach of the executive’s actions and, ultimately, the well-being of the populations.
