The Minister of Justice and Human Rights said yesterday in Benguela that the Executive has successfully fulfilled three major strategic objectives, namely bringing justice services closer to citizens, producing quality citizenship services and bringing them to the population, rescuing the sovereignty of the defense of human dignity, which currently has a significant impact on the lives of Angolans.

Francisco Queiroz underlined that this action, limited to the National Human Rights Strategy, in addition to being on the right track, allowed for greater democratic opening, also providing greater intervention by civil society in terms of human rights and other fundamental rights of citizens, enshrining the increase in the number of civil society organizations from 532 in 2017 to 837 by June this year.

In the framework of the Human Rights Strategy, he explained, “human rights were elevated to the subject of National Security, with a seat on the National Council, a body presided over by the Head of State, and the Reconciliation Plan in Memory of Victims of Political Conflicts is part of of the National Human Rights Strategy”.

“This strategy is seen internationally as an example to be followed by other countries”, stressed the minister, when opening the Consultative Council of the Ministry of Justice and Human Rights, which takes place in the province of Benguela.

In the international perception of human rights, he said, it should be taken as a reference that, in the Mo Ibrahim index on Good Governance in Africa, Angola rose 4 places in the Participation, Rights and Inclusion category, from 2019 to 2020; and, in the International Corruption and Transparency ranking, it rose 19 places in 2020, while in the annual Press Freedom Index, prepared by the International Organization “Reporters Without Borders”, Angola improved, for the third consecutive year, by three positions in the ranking International.

From the data provided by Francisco Queiroz, it appears that the current framework of Justice, achieved within the scope of substantial reforms in the sector, are the basis for the improvement of the international perception of the performance of the Executive in general. Francisco Queiroz, in his speech, highlighted the process operated in Justice and Law, in the civil registry and attribution of the Identity Card to all citizens, the implementation of a new vision of human rights as the methodological instruments to respond to the priorities.

Two challenges, he pointed out, faced such priorities, therefore, the organization and functioning of the heavy machine of Justice and its financing. In the field of citizenship, in 2019 the Ministry launched a major campaign to bring services closer to the population, avoiding frequent travel over long distances for citizens to obtain identification documents, creating a framework of Identification and Birth Registration Services in the 18 provinces and 164 municipalities, in a total of 289 stations installed in the national territory.

This dynamic of action, according to the minister, was expanded with the inauguration, on the day of the launch of the aforementioned campaign, by the President of the Republic, of the Identity Card Production Center, “a modern machine, even capable of detecting frauds verified in the past.” He added that the results of the campaign, in addition to bringing people from the interior of the country closer together, also facilitated access for citizens in the diaspora, through the diplomatic and consular representations of Angola, in 22 countries, where 34 posts are installed.

The Minister of Justice and Human Rights said that the aforementioned massification program has made it possible to make a total of 10,802,088 Identity Cards since 2017, including 5,441,351 for the first time, with 12,289 being made for registration. .913, of which 25,802 BI and 33,554 records were issued (Integration and Transcription). “The entry into force of the law that made it possible to obtain the Identity Card from birth facilitated interoperability between the Civil Registry and Identity Card databases, paving the way for the discontinuity of the Civil Birth Registry” , he stressed.

Francisco Queiroz said that in a bold but patriotic initiative, the sector assumed the endogenous management of IT solutions for all its technological resources. “To face the departure of the consulting companies, an endogenous team was created to operate the IT services, whose results, he said, are recognized, having justified the integration of the Angolan technicians who worked in the companies that managed the technological solutions of the Justice Sector and of Human Rights.

Minister Francisco Queiroz said that, within the scope of the campaign to moralize and fight corruption in the sector, the rescue of moral values ​​and the increase in awareness of legality, which began in May 2019, were responses to the challenge of moral motivation. Thus, the President of the Republic, João Lourenço, approved the financial strategy for Justice, having as one of the pillars the recovery, through a profound reform of its management methods, of the potential General Safe of Justice, as a source of capturing and allocating revenue to the sector.

In this perspective, operational conditions were improved, with the training of technicians, facilitating career progression, which included three internal public tenders, resulting in the promotion of 6,969 employees over a period of three years.
