Africa-Press – Angola. The inspector general of State Administration (IGAE), João Manuel Francisco, warned, this Tuesday, in Benguela, the staff of that institution to always be guided by prudence and common sense in the exercise of their functions, without exceeding the limits of law.

João Manuel Francisco was speaking at a reflection lecture on the theme “Ethics in Public Administration”, which brought together public servants from different sectors in the province of Benguela.

For the top IGAE official, whoever governs must decide under pressure, which requires inspectors, as observers, to act with common sense and emotional control, “just like a judge who is prudent”.

Calling for people to work together, but always respecting legality, as they are all public servants, João Manuel Francisco recalled that the inspector observes, while the Government executes, hence being under pressure.

“When working, men can fail, but they must assume, inform and alert so that liability can be mitigated”, he urged.

In the face of possible suspicious acts that harm the public interest, the State Inspector General reiterates that inspectors must determine whether the acts carried out by public servants were legal, illicit or irregular.

“This is what the inspection does – warning, informing the President of the Republic about acts or referring to the competent bodies”, he explained, stating that the function of the inspection is not to replace judges, prosecutors or the police.

On the contrary, he indicated, the function of inspection is observation and prevention, aiming to respect legality and safeguard the public interest.

On the other hand, the inspector general of State Administration stressed that governing well means respecting the laws, which result from the exercise of legislative or executive power.

João Manuel Francisco, recognizing that citizens seek to complain and demand compliance with legality, highlights the role of ethics in the duty to serve well, complying only with what the law says and public morals.

Thus, he urged public servants to observe probity, professionalism, dedication and pride, abstaining from egos and personal vanities.

In his view, those who perform public functions must strip away their personal ego and look, instead, at the development plan, the laws, the Constitution, solving citizens’ problems.

Regarding the visit to the province of Benguela, the inspector general of the State Administration admits that he intends to reflect and learn more about local problems, as, as a public servant, he has the role of observing and informing the President of the Republic about respect for legality.
