State saves 110 billion with online public purchases

Africa-Press – Angola. The State has saved 110 billion kwanzas, since 2018, with public purchases made “online”, processed in the National System of Electronic Public Procurement (SNCPE), according to data advanced, Sunday, at the twelfth Extended Advisory Council of the Ministry of Finance. .

According to the director of the National Public Contracting Service (SNCP), Sónia Guilherme, savings generated 25 percent, as a result of estimated values ​​with the contracted values. Without advancing the values ​​moved on the electronic platform in that period, Sónia Guilherme said that 1,305 different products were tendered during the period under analysis, with 1,959 tender procedures being carried out.

Data advanced by the same directorate, in mid-2021 and released by Angop, account for the movement of 421 billion kwanzas in contractual procedures processed by the system since 2018, with savings, at the time, of 99.8 billion kwanzas. The official, who spoke about the “Process of Disruption of Public Procurement”, at the twelfth Extended Consultative Council of the Ministry of Finance, held in Luanda, said that the system has more than 400 State suppliers.

Within the framework of good international public procurement practices, the management plans to expand the national system of electronic public procurement, with the identification of more public contracting entities, so that they can carry out “online public purchases”.

According to the official, the national system of electronic public procurement is the main focus of the Executive’s technologies, within the scope of improving “public purchases”, guaranteeing the values ​​allocated for contracting, with a focus on transparency and competition. “Public contracting in Angola is a key factor for the country’s development and growth”, considered Sónia Guilherme, pointing out the economic crisis as one of the elements that impacts development.

Public procurement “relies on” existing plans drawn up by the Executive, including plans to improve public spending, national development, strategic public procurement and macroeconomics.

Sónia Guilherme noted that one of the roles of the Public Procurement Service is to provide public contracting entities with instruments that allow the values ​​they receive to be used in a sustainable and safe way, with a view to improving the business environment. Launched in April 2018, the public procurement system was developed with a long-term view and with a phased implementation of its features.

For this year, 2022, all information on public procurement is expected to be made available on the contracting portal, while the development process for the branch management systems is in progress, among other actions.
