Africa-Press – Angola. The President of the Republic, João Lourenço, said Friday, that the institutionalization of the Constitutional Court (TC) was decisive for the strengthening of the Democratic State based on the rule of law in Angola.
Speaking at the opening of the conference on the 15 years of existence of the Constitutional Court, João Lourenço considered the strengthening of the Democratic State and of Law in the country a continuous and irreversible process.
For the Head of State, “democracy is not a perfect and finished political regime, but a building in constant construction that requires a political, democratic culture and permanent efforts to improve institutions”.
João Lourenço stated that contemporary requirements require change, permanent adaptation and demand the adoption of an increasingly responsible attitude in the face of the challenges that circumstances impose.
The Statesman stated that with the achievement of peace and national reconciliation it was possible to achieve the desired political stability and rescue constitutional normality, essential premises for the effective institutionalization of the TC, an essential body of the Angolan judicial organization.
He referred, however, that the approval of the Organic Law of the TC, in 2008, was decisive for the introduction of the necessary premises for the implementation of the democratic political regime, the expansion of the recognition of guarantees of the fundamental rights and freedoms of the citizens, as well as the consecration of the basic principles of the market economy.
The President of the Republic said he was unanimous that the institutionalization of the TC represented an important milestone in the construction and consolidation of the democratic State in Angola, in defense of the magna law, and in the preservation of the integrity of the legal-constitutional order.
He reinforced the conviction that the construction of the Democratic State of Law is a process that results from the history of political and constitutional practice, which includes the holding of periodic, free and fair elections, respect for the rights and freedoms and fundamental guarantees of citizens and the obligation to comply with court decisions.
For the Head of State, respect for judicial decisions is one of the fundamental pillars of the Democratic State and the rule of law and must be complied with by citizens, companies, political parties and all public and private institutions.
He added that obedience to the law is essential to maintain legal stability and security, avoiding conflicts and guaranteeing peaceful coexistence between citizens and institutions.
He considered it essential to guarantee the application of the law in an impartial, fair and objective manner, interpreting and applying the legal norms in accordance with the evidence presented and the guiding legal principles, without neglecting the use of the competent appeal mechanisms by those who believe they are being wronged.
President João Lourenço paid homage to the seven founding judges of the TC and other officials, “for the meritorious work carried out for the affirmation of the institution in the context of Angolan justice for the defense of the Constitution and the fundamental rights and guarantees of citizens”.
