The Prime Minister, Ulisses Correia e Silva, defended the “top priority” to combating the illegal possession of weapons, drug trafficking and crimes of Gender-Based Violence (GBV) and robberies. The head of government made these statements on Friday the 23rd at the inauguration ceremony of the new director of the Judiciary Police, Ivanilda Mascarenhas Varela, and of the new director of the Financial Information Unit, Daniel Monteiro.

Ulisses Correia e Silva disse ser necessário evitar que uma queixa demore 3 a 4 ou 5 meses para ser registada como processo-crime e para se iniciar uma investigação.
“A demora no registo das queixas policiais em processos-crime e a demora na delegação de competências às polícias para investigação, é um problema que urge fazer frente com determinação e resolver”, apontou.
Brechas na coordenação das acções policiais e judiciais
The prime minister stressed that it is necessary to change the perception that Cape Verde lives in a system where the risks of arrest are low for those who practice crime, not because the penal framework is lenient, but because procedural issues and coordination of police and judicial actions open loopholes for this perception to exist.
“Vulnerability is economic, social and of values that make individuals not responsible for their actions and choices, who accept parental responsibility naturally and cultivate the feeling of being victims of society as justification for deviant behaviour”, he added.
