The results of the Continuous Multi-Objective Survey (IMC 2022) released today by INE estimate that there are 352,494 individuals in Cape Verde, aged 15 or over, who represent the country’s workforce. In practice, they represent 71.8% of the total population. Unemployment affects more than 51,000 young people aged 15 to 35, who neither study nor work.

The BMI 2022 numbers show that the economically active population in Cape Verde was estimated at 202,435 individuals, with the number of active women being lower than that of men, corresponding to 94,479 and 107,956, respectively.

In turn, with regard to age, it appears that 86.5% of the active population is between 25-64 years old, with 51.8% being between 35-64 years old.

The data also show that the activity rate stood at 57.4%, and an activity rate of 65.5% among men and 50.4% among women is estimated.

Boa Vista and Sal dominate activity rates

From the analysis by municipality, it appears that Boa Vista and Sal continue to have the highest activity rates, 70.6% and 66.7%, respectively, above the national average, naturally due to the tourism sector.

The municipalities of Mosteiros (32.7%), São Miguel (34.4%) and Ribeira Brava (34.8%) are in the opposite direction and are the ones with the lowest activity rates, all below 35%.

Employed population and employment rate

With regard to the employed/occupied population, it is estimated at 178,016 individuals, which represents an employment/occupation rate of 50.5%.

However, the employment rate remains more expressive in the male population, totaling 58.7%, against 43.3% registered in the female population.

In an analysis by municipalities, Sal and Boa Vista continue to be the islands with the highest employment/occupancy rates, 65.1% and 64.6%, respectively.

Praia (55.3%) and São Vicente (55.1%) are followed, with values ​​above 55%.

It should be noted that the data show that the 25-34 and 35-64 age groups have the highest employment/occupation rates, 64.9% and 64.8%, respectively. Among young people in the 15-24 age group, the employment/occupation rate was 25.6%.

tertiary sector dominates

The tertiary sector continues to absorb the most labour, with 122,346 jobs and a relative weight of 66.9%, while the secondary sector registers a total of 37,642 jobs and represents 23.0% of total jobs .

The primary sector has a total of 25,617 jobs and a relative weight of 10.1%.

In general, economic activity is dominated by the “trade, repair of cars and motorcycles” branch. Around 16.5% of employees aged 15 or over work in this field of activity, followed by “construction” (12.2%) and “public administration” (10.6%).

The “accommodation and catering” branch included 8.2% of employees.

Private, the largest employer

The private business sector continues to be the largest employer in Cape Verde, absorbing 42.8% of the country’s employees aged 15 or over, followed by self-employed, with 23.6% and Public Administration, which absorbs 18.9%.

The BMI 2022 also allowed the conclusion that 95,708 employees work informally (SDG 8.3.1), representing a relative weight of 53.8%. These are mostly employees (47.5%) or self-employed (38.2%).

It is also verified that 57.9% of men and 42.1% of women work in informal jobs.

Underemployed population and underemployment rate

With regard to the underemployed population, it is estimated at 22,449 and the underemployed rate at 12.6%. By means of residence, rural areas have the highest rate of underemployment, 18.6%, against 11.1% in urban areas.

Among women, the underemployment rate is 14.6% and among men, it is 11.7%.

Unemployment

The unemployed population was estimated at 24,420 people and the unemployment rate at 12.1%. From the analysis by gender, there was an unemployment rate of 10.3% among men and 14.0% among women.

The unemployment rate for young people aged 15-24 was 27.3%, while for the 25-34 age group, the rate was estimated at 13.8%.

Inactive population and inactivity rate

The inactive, the jobless population that did not look for work or that is not available for the labor market, is estimated at 150,059 people, and, consequently, the inactivity rate is 42.6%.

The vast majority of inactive people are 15-24 year olds (34.9%) and the main reason for inactivity is that they are students.

The elderly, aged 65 or over, represent 20.1%.

Underutilization of labor

It should also be noted that, in 2022, the underutilization of labor covered 89,408 individuals and the corresponding rate was 36.5%.

From the analysis by sex, it appears that the rate is higher among women, reaching 42.4%, and 30.7% among men.

Young people without a job and outside the education or training system

The BMI 2022 estimates that 51,654 young people aged 15-35 are unemployed and outside the education or training system, representing 29.2% of all young people in this age group.

Considering the 15-24 age group, the proportion of young people without a job and outside the education or training system is 27.8%, equivalent to 22,464 young people (SDG 8.6.1).

Production work for own consumption

BMI 2022 data also show that around 52,305 individuals aged 15 years or over carried out production work for their own consumption, which corresponds to an achievement rate of 14.8%.

Carrying out production for own consumption is higher among women compared to men (15.0% against 14.7%, respectively). By means of residence, it appears that the rural environment (34.0%) has a higher percentage of individuals who carried out production work for their own consumption.

Volunteer work

Volunteer work performed by the population aged 15 years or over in the survey’s reference week totaled 10,430 individuals, which corresponds to a performance rate of 3.0%.

With regard to gender, it appears that the performance of voluntary work was slightly higher among men, compared to women (3.0% against 2.9%, respectively).

By means of residence, it appears that the urban environment (3.3%) has a higher percentage of individuals who performed voluntary work.

Update of calculation concepts

It should be noted that in 2022, INE updated the concepts used to calculate labor market indicators.

These concepts are adjusted to Resolution I of the 19th International Conference of Labor Statisticians – CIET (International Conference of Labor Statisticians – ICLS) of 2013, and aim to establish standards for labor statistics, to guide countries in updating and integrating their statistical programs existing in this field.

The published data were calibrated with reference to population estimates, calculated from the final results of the 2021 Census.

Taking this context into account, INE says that it is not recommended to compare the 2022 BMI data (Resolution I of the 19th CIET 2013) with those of previous years (Resolution of the 13th CIET of 1982).
