Africa-Press – Cape verde. The former mayor of Porto Novo, Aníbal Fonseca, was appointed president of the board of directors of the São Vicente Maritime Special Economic Zone (ZEEMSV).
The appointment of the former mayor of Porto Novo is included in resolution no. 21/2025, published in the Official Gazette no. 90, II series, of 16 May, which also ends the term of office of Júlio Augusto Pires Almeida, due to resignation.
Aníbal Fonseca has a degree in Economics and a master’s degree in Finance and Credit.
He has been mayor of Porto Novo since 2016, having completed two terms and lost in his third bid for the municipality, in the municipal elections of December 1, 2024.
He was also a councilor in the Porto Novo chamber between 2004 and 2012, deputy for the Santo Antão electoral district, elected on the lists of the Movement for Democracy (MpD), between 2001 and 2006.
He also served as president of the Association of Municipalities of Santo Antão.
In addition to holding political positions, Aníbal Fonseca spent more than 25 years dedicated to the banking sector, having been a technician in the investment department of Banco de Cabo Verde (BCA), a technician in the investment department of the commercial directorate and the risk analysis directorate of BCA, as well as coordinator and commercial deputy director of the North region of this same bank.
He also worked as a professor at the Industrial and Commercial School of Mindelo and at the Higher Institute of Economic and Business Sciences (ISCEE).
The Maritime Special Economic Zone in São Vicente was established by law no. 94/IX/2020, of July 13, which establishes the special legal regime for its organization, development and operation.
It was created by the Government as a development strategy for Cape Verde with the vision of transforming the country into a maritime platform and contributing to its insertion in the regional and global economy.
To be implemented over a period of 15 years, the deadline established at the time of its creation, ZEEMSV aims to create a production chain linked to the maritime economy.
