Africa-Press – Cape verde. The Government announced this Tuesday the strengthening of social protection measures, with a 36.3% increase in the daily allowance for patients transferred to Portugal from the non-contributory scheme, effective from January of this year.

The announcement was made at a press conference in Praia by the Minister of State and of the Presidency of the Council of Ministers and Parliamentary Affairs, Janine Lélis.

“The amount increases from €12.47 to €17, representing a 36.3% increase,” she stated, adding that accompanying persons will also benefit from a 50% increase in the allowance to ensure a higher level of protection.

With this measure, she explained, the Government offers “an improvement in living conditions” and “better assistance to transferred patients” during their stay in Portugal.

At the same meeting, she said that the Council of Ministers approved an amendment to the Retirement and Survivor’s Pension Statute, within the framework of strengthening social protection. According to the minister, this change eliminates the one-year statute of limitations for claiming a survivor’s pension under the contributory system, allowing heirs entitled to the benefit to claim it even after this period, without retroactive effect.

The measure should cover at least two dozen beneficiaries from the Public Administration who, despite being entitled to the pension, were excluded for having submitted their application outside the legal deadline.

According to her, the strengthening of social benefits has been possible thanks to economic growth, the expansion of the tax base, and greater efficiency in the collection of contributions, allowing for increased social support without compromising the balance of public finances.

She also stressed that these measures are part of a strategy to value professionals, improve the quality of education, and strengthen social protection, with direct impacts on student learning and the well-being of Cape Verdean families.
