Brava City Council Employees Contest New PCFR Implementation

Africa-Press – Cape verde. Some employees of the Brava City Hall expressed their dissatisfaction this Wednesday, the 4th, with the implementation of the new Career, Functions and Remuneration Plan (PCFR), claiming that they were not properly benefited, despite their many years of service at the institution.

In an interview with Inforpress, Abel Silva stated that he has worked at the agency for about 29 years and has been a permanent employee for over two decades, but considers the way the new PCFR was applied unfair.

“I started working at the city hall a long time ago and today I have 29 years of service. I have been on the staff for over 20 years, but I am dissatisfied with the implementation of the new PCFR, because I practically did not benefit at all, only about three thousand and seven hundred cruzeiros,” he said.

According to the employee, of the five permanent employees of the city hall, only two benefited from the new implementation, while three, including himself, did not register any significant improvement.

“There are three of us colleagues in the same situation. The other two benefited, but we didn’t. Our main complaint is that the new PCFR (Career Plan, Positions and Salaries) is unfair to us. For some it may be fair, but in my case, with more than 20 years as a permanent employee of the city hall, there has been no promotion or career progression,” he questioned.

Abel Silva also raised doubts about the transparency of the process, stating that, so far, he has only had access to a transitional list, unaware of the existence of the definitive list of classifications.

“They told us that we are included in the new PCFR, but on paper we haven’t seen absolutely anything. We only received a small increase which, for me, does not justify the time I’ve worked at this institution. We want to see the document clearly,” he reinforced.

The employee also considered it serious that the PCFR is already being applied without, according to him, having been published in the Official Gazette.

“The PCFR has already been implemented, we have already started receiving [the salary increase], but it hasn’t even been published in the Official Gazette. This is a serious situation,” he stressed.

Abel Silva added that, according to information he possesses, the Government increased the Municipal Financing Fund, which, in his opinion, eliminates any justification for the non-compliance with employees’ rights.

“In about two years, we have information that there has been an increase of more than R$ 2,500 in the Municipal Financing Fund. Therefore, there is no excuse for not fulfilling their duties,” he said.

Along the same lines, José Fernandes, also an employee of the Brava Municipal Chamber, said he shares the same discontent.

With 27 years of work and more than 20 years on the payroll, he assures that he has not benefited in any way from the implementation of the new PCFR (Career Plan, Positions and Salaries).

“I am the only inspector in the city hall who entered through a public competition. I feel frustrated because, despite being on the payroll, I have not had any improvement with the implementation of the PCFR, while some colleagues have,” he declared.

According to José Fernandes, three employees are in the same situation, without promotion or career progression, despite more than two decades of service.

“We want clarification on why some are being benefited and others are not,” he concluded.

The new PCFR implemented by the Brava City Hall has generated discontent among several employees of the institution, from various sectors, who have resorted to the media to denounce the situation.

Inforpress tried to obtain a reaction from the responsible entity, which promised to comment on the matter soon.
