The concessionary company for the Ports of Cape Verde, Enapor, said that the freight forwarders are acting in “bad faith” and “fostering social instability”, regarding the new law on small parcels. This law, he guaranteed, will bring benefits to the entire logistics chain.

Enapor reacted, in a statement, following a press conference held on Thursday, 24th, by freight forwarders, in Mindelo, in which they pointed the finger at the port concessionaire accusing it of harming them and, with the new law, , raise the price of small orders.

Meanwhile, according to Enapor, the freight forwarders were aware of the new law, which should come into force on September 1, 2022, from September 2021, at the time of the first socialization meeting of the new model of small parcels, which was attended by the entities involved in the process.

Subsequently, according to the same source, in November, freight forwarders were invited to voluntarily join the pilot phase of the project, with only two freight forwarding agencies responding to the request, one in Praia and the other in Mindelo.

“Enapor considers that the freight forwarders, being in possession of all this information, are acting in bad faith, fostering social instability around a process that will bring advantages to the entire logistics chain of small orders”, reads the statement. statement, quoted by Inforpress.

Greater efficiency

The new model for small orders, clarified the company’s management, essentially aims at the definitive resolution of the issues that “have prevented greater efficiency, quality and convenience in the delivery of goods to users, making a paradigm shift imperative, based on in full assumption by the freight forwarding companies”.

They will now be responsible for all procedures involving the physical and documentary flow of small orders, from origin to their final destination (delivery to consignees), in accordance with the current legal framework, namely in terms of the Customs Code and the legislation on freight forwarders, under which the responsibility for delivering the cargo to the owner is the freight forwarder.

The effective implementation of the new model presupposed the entry into force of a Joint Ordinance of the Ministry of Finance and Business Development and the Ministry of the Sea, which would regulate the issuance of invoices and receipts by freight forwarders in the performance of their activities, pointed to Enapor.

According to the same source, as of September 1, 2022, freight forwarders should fully assume their responsibilities within the small parcel logistics chain, including having their own warehouses.

Enapor secures logistics for now

However, he stressed, taking into account the limited supply of warehouses for rent and also considering the investments in human resources and equipment that some freight forwarders will have to carry out to fully fulfill their role, it was established that Enapor would continue to ensure all the logistics until the delivery of small orders to the freight forwarders, until these conditions were created.

“It is, therefore, up to the freight forwarders to arrange for the rapid flow of cargo from Enapor’s warehouses, through, eventually, a partnership with local road hauliers or, alternatively, the use of their own means of transport, for the delivery of goods to their customers’ residences. , thus providing a quick and comfortable access for them to their loads”, he said.

The concessionaire also added that with regard to loads in National Transit (TN), they will continue to have the same treatment, that is, they will be delivered on the basis of the old model.

However, Enapor reaffirms its “firm purpose to guarantee full compliance with the legislation in force and total openness to discuss and resolve, at its own headquarters and in close collaboration with partners, issues related to the new model of the Center for Small Orders, always guided by the principles of mutual respect, good faith and institutional collaboration”.
