Africa-Press – Cape verde. The Government has created the Tax and Customs Authority of Cape Verde (ATCV, I.P.), a new public entity with administrative, financial, and patrimonial autonomy, with the objective of improving the efficiency and effectiveness of the tax administration.

The government explains that the establishment of a tax authority aims to provide the tax administration with autonomy and operational capacity, allowing it to “exercise its duties with high levels of efficiency and effectiveness,” in addition to creating an advisory council representing the main actors in the tax system.
With the creation of this entity, Cape Verde takes “another step in the modernization of its Tax Administration,” succeeding the National Directorate of State Revenue (DNRE), whose integration into the direct administration of the State did not allow the necessary autonomy.
The decree also cites the Technical Assistance Report of the International Monetary Fund (IMF), from August 2021, according to which “Cape Verde is experiencing a historical moment suitable for the implementation of a tax authority,” and could become “one of the most modern in the world.”
ATCV, I.P. will become a public institute integrated into the indirect administration of the State, headquartered in Praia, and its mission will be to administer taxes, customs duties and other levies, as well as guarantee the exercise of tax and customs authority in accordance with the law.
Its structure includes a Board of Directors, composed of a president and two members, a Fiscal Council and a Sole Auditor. During a one-year installation period, the infrastructure, human resources and materials currently allocated to DNRE will be gradually transferred to the new entity.
The decree also stipulates that all DNRE staff will automatically transfer to ATCV staff, maintaining the same conditions and career paths. The personnel regime is based on public employment, which may be supplemented by individual employment contracts for temporary functions.
Financially, ATCV will have its own budget, financed by allocations from the State Budget and by its own revenues, including percentages of revenue collection and amounts charged for coercive collection services from public entities.
The Tax and Customs Authority will be subject to the financial control of the Court of Auditors and the General Inspectorate of Finance, and will be supervised by the member of the Government responsible for the area of Finance.
