Government Moves to the Final Phase of the Privatization

Africa-Press – Cape verde. The Government of Cape Verde announced this Monday the start of the third and final phase of the international competition to select a strategic partner for the company Cabo Verde Handling, S.A.

The process is part of the strategy of partial privatization of the operator, led by the Government.

According to a statement sent to Inforpress, this final stage foresees the presentation of binding proposals by the four previously qualified candidates, Swissport International AG, Aviator Airport Alliance AB, Menzies Aviation Limited and Çelebi Aviation Holding.

According to the same source, these international operators demonstrated that they meet all the technical and financial criteria required, as established in the Specifications.

The note also explains that Resolution No. 35/2025, published in the Official Gazette on 21 May, establishes the conditions for this phase, including the base unit price of the shares and the criteria for evaluating the proposals, such as the proposed price, the strategic plan for modernisation, the contribution to the development of the air hub and the economy, the technical experience in the sector and the service to the public interest.

The document also provides for the possibility of a negotiation phase with the candidates before the final decision, allowing the presentation of improved final proposals.

The criteria for evaluating the binding proposals include the proposed price, with a weight of 45 percent (%), the strategic plan for technological and operational modernisation, with 25%, the contribution to the development of the national air hub and the economy, with 10%, the technical and management experience in the handling sector, with 15%, and the service to the public interest, with a weight of 5%.

With this new stage, the Government reaffirms its commitment to good governance, transparency and the attraction of international partners with experience, technical capacity and strategic vision for the sector.

The conclusion of the process should consolidate Cabo Verde Handling as one of the pillars of the national aviation hub and strengthen the implementation of the 2022–2026 Privatization Agenda.
