Africa-Press – Cape verde. Marking three years as President of the Republic, José Maria Neves argued that it is necessary to review the Organic Law of the Presidency of the Republic and that there are “budgetary constraints” that condition his actions.
José Maria Neves marked this Saturday the third anniversary of his election as President of the Republic.
In a press conference held at the presidential palace, the President of the Republic began by saying that “there are some constraints, particularly budgetary ones, but the resources, the budget of the President of the Republic, are far below the needs and powers that derive from the Constitution”.
Furthermore, José Maria Neves argued that the current Organic Law of the Presidency of the Republic, which was approved 18 years ago, “is completely out of date in relation to the needs of the Presidency of the Republic. But also, in this case, taking into account the resistance and the lack of political will to approve a new organic law, the President of the Republic will work with the existing organic law and we will make a continued effort to successfully perform our duties”.
At a time when Cape Verde is preparing to celebrate its 50th anniversary, José Maria Neves argued that the objective of the Presidency of the Republic “is to mobilise society, citizens, to think about the horizon of the next 50 years, establish different scenarios, different strategies and share ideas about the future” by opening “spaces for debate, for reflection”.
When asked about his assessment of the state of democracy in Cape Verde, the President of the Republic argued that he understands that “overall, democracy in Cape Verde works”.
“Often the crisis is not one of democracy. There is strong polarization, there is a strong partisanship in the public space that conditions political debate and, often, we do not produce the expected results. There is also a lack of mutual trust between political parties. There is no self-limitation of the different actors in the way they conduct politics. And, therefore, there are some excesses. But democracy is like that. It is very fragile. It is not a given. We have to work every day to strengthen democracy, to improve it and so that politics is conducted in search of the common good, in search of people’s happiness,” he added.
