Africa-Press – Cape verde. The City of São Filipe intends to create the Municipal Police to complement the work of the public security forces in reinforcing inspection, protecting public property and ensuring the safety of citizens.

The proposal to create the São Filipe Municipal Police (PMSF), to which Inforpress had access, will be analyzed and approved in the third ordinary session of the São Filipe Municipal Assembly, which takes place today and Saturday, the 7th.

The creation of the PMSF, according to the document, is in line with the Federal Constitution and other current legislation, and was proposed by the chamber and will be formalized by deliberation of the City Council, as a municipal deliberative body.

Among the objectives, competences and attributions of the PMSF, the proposal highlights the monitoring of compliance with municipal regulations and ordinances, guaranteeing the safety of vehicles and pedestrians on public roads, protecting public health and the environment, ensuring respect for urban management standards and cooperating with the National Police (PN) in public order actions.

The creation of the PMSF also aims to optimize the performance of local authorities and promote a safer, more organized and welcoming city for residents and visitors, according to the document.

The implementation of the corporation will follow legal guidelines such as approval of the regulations, staff and budget by the City Council, publication of the resolution in the Official Gazette, selection and training of staff, with priority given to guards and municipal inspectors already in office who meet the requirements.

Under existing legislation, current municipal agents with experience will be able to join the new structure after physical and psychological evaluation, dispensing with the public competition in some cases.

The proposal for the creation of the PMSF to be discussed includes the approval of the internal regulations, definition of the salary scale, management positions, selection process and specialized training.

The measure represents an advance in administrative autonomy and reflects the authorities’ commitment to the modernization and efficiency of public services. The expectation is that the creation of the corporation will bring a greater presence of agents in critical areas, a reduction in urban and environmental infractions and a more agile response to the population’s demands. According to the document, it will begin operating after all legal stages have been completed.

The proposed career framework for agents foresees a total of 33 employees, including employees, managers and career police personnel.

The proposed salary scale varies between 45 thousand escudos/month (2nd class agent) and 90 thousand escudos/month (principal officer) and the creation of the PMSF represents a monthly expense of 594 thousand escudos and an annual expense of 7,128 thousand escudos.

In addition to the creation of the PMSF, for the third session, the municipal elected officials will assess the activity report and management account for the 2024 fiscal year, elect a new Electoral Census Commission (CRE), approve the proposals for the subdivision plans for Rama Judas, João Pinto (Vila Mar) and Rama Amargosa (Cidade Pontes) and the concession of a plot of land to the Red Cross of Cape Verde.
