NATIONAL HUMAN RESOURCE DEVELOPMENT POLICY LAUNCHED TO ADDRESS

Africa-Press – Eswatini. Minister of Labour and Social Security, Phila Buthelezi, has officially launched the National Human Resource Development Policy aimed at addressing critical challenges such as youth unemployment, underemployment, and skills mismatches.

Minister Buthelezi launched this policy on August 8, 2025 at Hilton Garden Inn, Mbabane. This move by the minister comes at a time when many members of the public have called for ways in which skills produced from educational institutions can match the needs in the industries present in the country.

Key Points from Minister Buthelezi’s Remarks:

– The policy serves as Eswatini’s national response to workforce development challenges, outlining a clear, coordinated, and inclusive framework to cultivate a skilled, productive, and adaptable workforce aligned with national development goals.

– It is not solely a ministry policy but a national framework requiring collaboration across all sectors: government ministries, private sector, educational institutions, civil society, and development partners.

– A strong call to action was made to fellow ministries, including Education and Training, Economic Planning and Development, Commerce, Industry and Trade, ICT, and others, to actively participate in this journey.

– The business community was urged to support by absorbing skilled graduates, co-designing training programs, offering internships and apprenticeships, and helping shape the future of work in Eswatini.

– The policy is especially designed with young people at its core, aiming to create pathways for employment, entrepreneurship, innovation, and economic independence.

– To ensure effective implementation, the ministry will establish a multi-sectoral, inclusive National Human Resource Development Council (NHRDC). This council will monitor and evaluate progress, facilitate dialogue, align efforts, and ensure accountability across ministries, training institutions, and the private sector.

– The NHRDC will position Eswatini to better respond to rapid global changes and proactively shape its development trajectory.

This policy marks a significant step toward empowering Eswatini’s workforce and fostering sustainable national growth through collaborative, strategic human resource development.
