Africa-Press – Gambia. Contractor and farmer Lamin Jatta appeared before the Local Government Commission of Inquiry to provide testimony regarding his contract with the Banjul City Council (BCC) for the Ostend-Banjul Lot 1 project.

During the hearing, Lead Counsel Patrick Gomez questioned Jatta about the D8,773,201 payment he received for the project, which covered the construction of a conference hall and office spaces under Lot 1.

Jatta explained that he was awarded the contract through a competitive tendering process after responding to a public advertisement he saw in a newspaper. He submitted his bid documents to BCC’s reception and later attended the bid opening, although he could not recall how many other bidders were present.

He presented the commission with copies of the contracts he signed with BCC, which were tendered and admitted into evidence as exhibits.

Jatta further stated that the payment for the project was made directly into his farm account, and he submitted his bank statement to the commission as supporting documentation. This, too, was tendered and marked as an exhibit. He noted that no withholding tax was deducted from the payment.

Regarding the status of the project, Jatta confirmed that he successfully completed the work in December 2024. However, he acknowledged that he does not currently possess a certificate of completion.

“I complete the work in December 2024. I don’t have my certificate of completion,” He said.

He concluded his testimony by affirming that he received full payment for the contract.
