Rep Fahnbulleh Urges China Union to Honor $1M Payment

Africa-Press – Liberia. Representative Foday Fahnbulleh has disclosed that the House of Representatives Joint Committee on Concession and Compliance Review has instructed China Union to deposit one million United States dollars into the Government of Liberia’s revenue account as a sign of good faith in addressing longstanding arrears and unmet obligations to both the state and local communities.

Speaking following a preliminary hearing with the management of China Union, Rep. Fahnbulleh emphasized that the payment is part of a broader process aimed at compelling concessionaires to live up to their financial and social responsibilities under existing agreements.

“In strengthening our legislative oversight responsibilities, the committee has directed China Union to make a one million US dollar payment into the government’s revenue account as an initial step,” Rep. Fahnbulleh said.

“This is to show good faith and to demonstrate seriousness in settling what is owed not just to the government, but also to the affected host communities in Bong County.”

The Bong County lawmaker noted that the committee’s engagement with China Union marks the beginning of an intensive compliance review targeting concessionaires operating across Liberia.

He stressed that financial arrears, delayed community development projects, and labor-related grievances have become persistent issues, especially in areas hosting large-scale concession operations.

Rep. Fahnbulleh added that during the session, lawmakers raised serious concerns about the company’s failure to meet key obligations, including the implementation of social development projects and the resolution of complaints from workers and contractors.

“Concessionaires must remain accountable to both the central government and the people whose lands and livelihoods are impacted by their operations. The committee will not overlook any violations of the terms agreed upon in the concession contracts,” he warned.

He further revealed that the committee has scheduled a follow-up hearing with China Union, at which the company must appear with its Chief Executive Officer (CEO). At that time, the company will be required to present a copy of the official receipt confirming the one million US dollar deposit and provide comprehensive updates on local development initiatives and labor issues.

“These measures are not meant to be punitive,” Rep. Fahnbulleh said, “but are intended to ensure transparency, accountability, and compliance. The days of ignoring agreements and undermining the welfare of our communities are over.”

He reaffirmed the committee’s commitment to exercising its constitutional mandate to ensure that all concessionaires operate in line with the laws of Liberia and that the interests of local populations are respected and protected.

The lawmaker added that the Joint Committee remains open to dialogue but will pursue all necessary actions to enforce compliance, adding that China Union’s next appearance before the committee will be critical in determining its willingness to operate in good faith moving forward.
