Africa-Press – Mozambique. President Daniel Chapo has approved the Rules of Procedure of the National Defence and Security Council (CNDS), the instrument that governs the permanent secretariat of that advisory body.

Chapo, who is also Commander-in-Chief of the Defence and Security Forces, approved the Rules of Procedure after consulting members of the CNDS, according to a press release from the Presidency sent to AIM today.

The CNDS permanent secretariat is responsible for coordinating and executing the preparation of Security Council meetings; performing the necessary procedures for the regular functioning of the council; and performing any other functions assigned to it by the body.

The permanent secretariat is headed by a secretary-general, currently Basílio Monteiro, a former Minister of the Interior.

The CNDS, a specific advisory body for matters related to national sovereignty, territorial integrity, defence of democratically established power, and security, is convened and chaired by the President of the Republic.

In addition to Prime Minister Benvinda Levi, the CNDS also includes the Director General of State Intelligence and Security Services, José Pacheco; the Minister of Finance, Carla Louveira; the Ministers of Agriculture, Environment and Fisheries, Roberto Albino; of Transportation and Logistics, João Matlombe; of Justice, Constitutional, and Religious Affairs, Mateus Saize; of National Defence, Cristôvão Chume; of the Interior, Paulo Chachine; of Foreign Affairs and Cooperation, Maria Lucas; and of Communications and Digital Transformation, Américo Muchanga.

The Chief of the General Staff, Júlio Jane; and the General Commander of the Police of the Republic of Mozambique, Joaquim Sive, are also members of the CNDS.

Other members are Mariano Matsinhe, Joaquim Munhepe, Jacinto Veloso, Marina Pachinuapa, António Hama Thai, Melba Fumo, and Olímpio Cambona, elected by the Assembly of the Republic, the Mozambican parliament, in accordance with parliamentary representation.

President Chapo may, if he so wishes, summon other entities and personalities to participate in CNDS meetings, depending on the matter at hand.
