In a recent Facebook post, renowned hip-hop artist Kao Denero expressed his admiration for Sierra Leone’s President Bio while playfully imitating Guinea’s President Dumbuya in the context of the ongoing Yenga dispute between the two nations. Denero characterized President Bio as a “solid chess player” and a “strategic leader,” highlighting the contrasting approaches of the two leaders.
He noted that while President Dumbuya has adopted a provocative stance, frequently inciting confrontation over the Yenga issue, President Bio has ascended to the role of ECOWAS Chairman. “This guy in Guinea has been provocative and constantly instigating confrontation due to the Yenga dispute. While our President ceremoniously became the Ecowas chairman,” Denero remarked.
Furthermore, he asserted that President Bio now possesses the authority to deploy ECOMOG—the Economic Community of West African States Monitoring Group—an armed force established by ECOWAS with the mandate to intervene in situations involving undiplomatic regimes when necessary. “He now has the power to deploy ECOMOG, which is authorized to unseat any undiplomatic regime if the situation demands it,” he claimed.
However, it is important to clarify that the Chairman of ECOWAS does not hold unilateral authority to deploy ECOMOG. The power to authorize military interventions, including the deployment of ECOMOG or its successor, the ECOWAS Standby Force, resides with the Authority of Heads of State and Government, the highest decision-making body within the organization.
Denero further referred to President Bio as a “mastermind,” contrasting him with President Dumbuya, whom he described as a player of “Kuku,” a term that implies a lack of strategic foresight. It is crucial to understand that the Economic Community of West African States (ECOWAS) does not empower the Chairman with the unilateral authority to remove an undiplomatic regime. The prerogative to intervene in the internal affairs of member states.
The role of the chairman is to lead and execute the decisions made by this body, rather than to act unilaterally. In essence, while the chairman serves as the public representative of ECOWAS and plays a pivotal role in facilitating discussions and implementing resolutions, the authority to remove a regime or sanction military intervention resides collectively with the Authority of Heads of State and Government. It is not a personal prerogative of the chairman.
