Africa-Press – Sierra-Leone. The Government of Sierra Leone, through the Ministry of Communication, Technology and Innovation (MoCTI), has signed a Memorandum of Understanding (MoU) with the SIGN Foundation a global digital infrastructure organisation to design and roll out blockchain-powered national digital systems aimed at advancing the country’s digital transformation.

The partnership aligns with the Government’s vision to position Sierra Leone as a regional hub for emerging technologies, particularly Artificial Intelligence (AI) and blockchain, while promoting transparency, financial inclusion, and the efficient delivery of public services.

Under the agreement, the SIGN Foundation will lead the development of sovereign blockchain infrastructure, which will include a National Digital Identity System, a Digital Wallet Platform, and an Asset Tokenisation Framework. The Foundation will also provide technical expertise and investment support while collaborating with local partners to promote skills transfer and capacity building.

The Ministry of Communication, Technology and Innovation will offer policy direction and regulatory guidance to ensure all initiatives align with Sierra Leone’s national digital agenda. Felei TechCity, the government’s innovation zone, will serve as the local hub for implementation and coordination.

The MoU further outlines a plan for joint investment mobilisation, with SIGN and a government-appointed body co-managing project funds under transparent and accountable frameworks. Both parties will work together to shape national blockchain and digital asset policies, drawing on international best practices and lessons from other countries.

To foster global collaboration, the Economic and Commercial Office of the Embassy of Sierra Leone in China will facilitate connections between international investors, experts, and partners supporting Sierra Leone’s blockchain projects. A Strategic Implementation Roadmap will guide the rollout, focusing on key priorities such as National Digital Identity Infrastructure, Digital Wallet Integration, Blockchain-enabled Payment Systems, and an Asset Tokenisation Framework.

Speaking at the signing ceremony, Hon. Salima Monorma Bah, Minister of Communication, Technology and Innovation, described the partnership as “a defining step toward building the digital backbone that will power Sierra Leone’s next phase of inclusive growth and technological leadership.”

This initiative underscores the government’s commitment to leveraging technology to create jobs, enhance public services, and build a digital economy that benefits all citizens.
