NCP Addresses IB Kargbo on SALPOST Salary Delays

Africa-Press – Sierra-Leone. The National Commission for Privatization (NCP) has responded to a letter sent by Hon. IB Kargbo to the Chief Minister on July 31st 2025 regarding the long delays in the payment of salaries to workers at Sierra Leone Postal Services (SALPOST).

In his letter, Hon. Kargbo expressed concern over the ongoing issue of delayed payments and questioned the future of SALPOST workers, especially as the institution has struggled for decades with access to funds. He also copied the letter to the Chairman of the NCP and the Managing Director of SALPOST, calling attention to the condition of service at the institution.

On August 25th the Executive Secretary of the NCP, Safura B. Rogers, replied to the concerns raised, confirming that steps have been taken to address the situation. According to the response, two months of outstanding salaries have already been paid, and arrangements are in progress to clear the remaining six months.

The letter outlined that the NCP has coordinated with stakeholders in recent years to address several long-standing issues related to staff payments at SALPOST. These include the settlement of retiree benefits dating back to 2009, unpaid salary adjustments under the Public Utility Collective Bargaining Agreement from 2010 to 2022, and previously unpaid leave allowances.

According to the Commission, these payments were settled over 2022 and 2023, and staff grade promotions were also carried out, the first in more than a decade. The NCP said that from then until the last quarter of 2024, SALPOST was making regular salary payments. However, disruptions in its core operations led to a renewed backlog.

The Commission also acknowledged that there may be some misunderstanding around SALPOST’s current role and its place in the wider public reform process. It assured that efforts are ongoing to engage all stakeholders while keeping the welfare of staff in view.

The NCP’s reply was officially copied to the Chairman of the Commission and to SALPOST’s Managing Director.
