Africa-Press – Sierra-Leone. The Second Report of the Committee on Appointments and the Public Service, chaired by the Majority Leader and Leader of Government Business, Hon. Sahr Mathew Nyuma, was debated and approved by Parliament on Tuesday, marking a significant step for national development.
Parliament approved 15 presidential nominees to key positions across the public service, including:
Justice Masiyambay Bangura – Chairman, Legal Aid Board
Ing. Tideni Hawa Jabbi – Managing Director, Sierra Leone Water Company (SALWACO)
Mr. Festus Kallay – Director General, Electricity and Water Regulatory Commission (EWRC)
Ing. Mariwan Kallon – Managing Director, Guma Valley Water Company
Several members of the National Youth Commission, National Petroleum Regulatory Authority, Sierra Leone Road Authority, Civil Aviation Authority, and Railway Development and Regulatory Authority.
Presenting the nominees, Hon. Nyuma explained that each candidate had been interviewed under oath, with their experience, track records, tax obligations, asset declarations, and vision for their roles carefully assessed. He described the report as reflecting the unanimous view of the Committee.
Deputy Leader 2 of the Opposition, Hon. Aaron Aruna Koroma, urged the nominees to focus on delivering accessible justice and improved water services nationwide. He praised Festus Kallay as a “man of the many best,” highlighting his experience for the role at EWRC.
Several MPs emphasized sector-specific expectations. Hon. Tamba Kellie called on the Legal Aid Board nominee to expand services nationwide and urged Kallay to regulate the water sector to ensure safe and affordable access. Hon. Lolloh Tongi stressed the importance of protecting water catchment areas, particularly for Guma Valley Water Company, while female MPs encouraged appointees to prioritize performance and development in their respective offices.
Other legislators highlighted systemic challenges, noting that public institutions often suffer from mismanagement, underfunding, and political interference. The Leader of Opposition, Hon. Abdul Kargbo, urged nominees to be nationalistic, innovative, and results-oriented, warning against corruption and inefficiency.
In concluding remarks, Hon. Nyuma praised the nominees, particularly Festus Kallay, for their dedication and capacity to advance national development. He assured Parliament that the government remains committed to providing essential services, improving water access, and strengthening institutional performance across Sierra Leone.
The approval of these nominees is expected to enhance governance, service delivery, and institutional efficiency, supporting the country’s broader development agenda.
