Africa-Press – South-Africa. The Ministry of Technical and Higher Education (MTHE) has cleared the Chairman of the Tertiary Education Commission (TEC) of several allegations of misconduct, following a staff petition submitted in September 2025.
The petition alleged intimidation of staff, abuse of office, failure to provide essential work resources, maladministration, mismanagement of Commission’s facilities, and possible corruption-related issues.
According to a public notice issued by the Ministry, the allegations were thoroughly investigated, and evidence was reviewed alongside the Chairman’s written response to the petition and supporting documents provided by staff.
A meeting was convened on November 11, 2025, with TEC staff and Commissioners, a representative of the Anti-Corruption Commission, and the Director of Employment from the Ministry of Labour to present the findings.
The Ministry’s investigation found no basis for several of the allegations. In its conclusions, the Ministry noted that the TEC Act clearly separates the roles of the Chairman and the Executive Secretary, and that the allocation of office space and use of an official vehicle by the Chairman are consistent with established practices.
The Ministry further identified historic systemic governance and fiduciary weaknesses within TEC and recommended a Management and Functional Review to strengthen institutional processes and clarify roles. The Ministry also noted that the absence of a fully functional Procurement Unit exposes the Commission to risk and must be addressed urgently.
The Ministry has advised that the Chairman resumes his duties in the interest of ensuring continuity and effective governance. Staff who remain dissatisfied or believe further action is required are advised to refer their concerns to the Anti-Corruption Commission.
