Africa-Press – South-Africa. The Organisation Undoing Tax Abuse (OUTA) believes South Africa is far from ready to implement the Administrative Adjudication of Road Traffic Offences (AARTO) Act.

OUTA’s comments come after the Transport MinisterM Barbara Creecy, postponed the implementation of the act on Monday, with the initial launch previously set for 1 December 2025.

Under the act, minor traffic offences will be addressed through fines and demerit points, while major offences will go to court.

OUTA CEO Wayne Duvenage said the delay was inevitable.

“We are not surprised and that matter alone with some municipalities ‘pulling out of AARTO’ in inverted commas makes it a bigger problem for the Department of Transport. So, we’ll have to see what unfolds. We don’t even think that they will meet the July next year deadline, but let’s see.”

The organisation said it has raised concerns over AARTO’s practicality and fair administration over the last decade, adding that it also lacks clarity, fairness and adequate functionality.

“AARTO is extremely cumbersome. It is administratively challenged from a number of perspectives, let alone the systems and the platforms that it relies on, accuracy of NATIS, the vehicle registry system, postal services and so forth.”
