PARLIAMENTARY candidate for Mvomero constituency, Ms Sarah Msafiri has said that the sixth phase government under the ruling party CCM has delivered on the majority of its promises outlined in the 2020–2025 Election Manifesto, particularly in expanding access to social services and accelerating rural and urban development.

She was speaking during the official launch of CCM’s election campaigns in the constituency at Mlali Market grounds and officiated by Morogoro Regional CCM Secretary General Mr Nuru Ngereja. Ms Msafiri detailed key achievements made in sectors such as health, education, water, infrastructure, agriculture, livestock, tourism, minerals, energy and markets.

She noted that before the recent improvements in healthcare, residents in wards such as Kekeo, Luale, Kibati and Pemba faced serious challenges, particularly in accessing diagnostic services.

“For example, to get an X-ray service, residents would spend about 100,000/- on transport cost to Morogoro Municipality for a procedure that costs only 10,000/-. That meant most household funds were consumed by transport costs,” she explained.

She praised the government for transforming healthcare delivery in the constituency, pointing to the construction of the Mvomero District Hospital, three new health centres at Mziha, Mlali and Dakawa and renovations at three dispensaries at Ndole, Tchenzema and Milama.

She also said 11 more dispensaries located at Kitonga, Kipera, Manyinga, Kidudwe, Kibaoni, Kwa Ndoli, Kunke, Mafuru, Mlandizi and Njeula are in the final stages of rehabilitation.

Ms Msafiri said that with these investments in healthcare infrastructure, many residents are now able to use their savings to invest in income-generating activities, rather than spending on medical travel.

She highlighted gains in education such as the construction of nine new secondary schools and 354 new classrooms for both primary and secondary schools.

She also noted that the constituency had benefited from the 9bn/- allocated nationally for the fee free education policy, making education more accessible for all children.

On development plans for 2025–2030, Ms Msafiri said that CCM Election Manifesto includes the construction of two new health centres at Maskati and Kekeo wards, expansion of irrigation schemes and the upgrade of key tarmac roads, including the Mzumbe–Mgeta road.

She added that other planned improvements include expansion of energy, markets and infrastructure to further stimulate local economies and improve livelihoods.

Ms Msafiri also reflected on the long-standing land-use conflicts between farmers and pastoralists in Mvomero, noting that such disputes had led to deep social divisions.

“When President Samia Suluhu Hassan took office, she directed security forces and local leaders to resolve these conflicts using her 4Rs philosophy—Reconciliation, Resilience, Reforms and Rebuilding. This approach, in collaboration with faithbased and traditional leaders, resulted in the launch of the ‘Tutunzane’ peace initiative,” she said.

She noted that today, farmers and pastoralists in Mvomero are working side by side and conflict levels have significantly declined.

Ms Msafiri urged CCM members to remain united and focused throughout the campaign period. She called on them to engage the community by highlighting the tangible benefits brought about by the CCM-led government. Speaking at the same event, CCM Morogoro Regional Secretary General, Mr Nuru Ngereja, urged party members to protect their unity and intensify grassroots mobilisation.

He also appealed to all registered voters to turn out in large numbers and elect CCM candidates at all levels, presidential, parliamentary and local government, so that the party can continue implementing its development agenda.
