THE Office of the Solicitor General is set to launch a nationwide training programme for State Attorneys from all ministries and public institutions as part of a strategic effort to enhance the quality of legal services offered to the government, particularly in support of the effective implementation of Tanzania’s National Development Vision 2050.
Speaking to journalists in Dar es Salaam on Wednesday, Solicitor General Dr Ally Possi announced that the training will be held from June 2–4, 2025, at the Arusha International Conference Centre (AICC), bringing together participants from both Mainland Tanzania and Zanzibar.
“As we all know, President Samia Suluhu Hassan has been a pioneer in transforming the business and investment environment in Tanzania. Under her leadership, we’ve witnessed significant strides in economic development and investment,” said Dr Possi.
“Therefore,” he continued, “we must strategically train State Attorneys to align with the evolving legal landscape and ensure they possess the expertise necessary to support the government’s broader development goals under the Sixth Phase administration.”
This year’s training will be conducted under the theme: “Legal Excellence for Tomorrow: Harnessing Technology, Strategic Foresight, and Personal Mastery for State Attorneys in Driving the National Development Vision 2050.” Dr Possi explained that the theme reflects the government’s commitment to developing legal professionals who can respond effectively to ongoing economic and social transformations.
He underscored the need for attorneys who are technologically adept, forward-thinking, and capable of providing innovative legal solutions that foster a more attractive investment and business climate.
The annual training, which has been held since 2020, will this year focus on several key areas, including alternative dispute resolution (ADR), investment law, compensation and contracts, and effective management of infrastructure project agreements.
Additional topics will cover capital markets law and the roles of the Capital Markets and Securities Authority and Capital Markets Development Committee in dispute resolution.
“These areas are not only in line with international best practices but also reflect the dynamic needs of a growing economy like Tanzania’s,” Dr Possi said.
“Through this training, our attorneys will acquire modern legal skills, enhance their technological competencies, and continue to deliver professional and ethical legal services in a rapidly changing world.” In addition to the training sessions, there will be a special meeting of Heads of Government Legal Departments to discuss strategies for improving the management of civil litigation and promoting the use of alternative dispute resolution mechanisms.
Dr Possi also revealed that the event will culminate with the official launch of several innovations, including a new Case Management Information System (CMIS), an upgraded official website, a Branding Manual, and a modern e-Library.
These tools are designed to modernize the legal infrastructure and support more efficient delivery of legal services.
“The ultimate goal is to prepare our State Attorneys to meet current and future challenges using modern approaches and align their expertise with the long-term objectives of the National Development Vision 2050,” he said.
The training will be officially opened on June 3, 2025, by the Minister for Constitution and Legal Affairs, Dr Damas Ndumbaro.
“I take this opportunity to invite all State Attorneys to participate fully in this historic training, which represents a significant contribution to our nation’s development,” Dr Possi concluded.
