Africa-Press – Uganda. The Democratic Party (DP) has officially unveiled Henry Kasacca as its flag bearer in the upcoming Kawempe North by-election, scheduled for March 13. Kasacca, a member of the Buganda Lukiko and Programs Manager at the Inter-Party Organisation for Dialogue (IPOD), was introduced by DP Electoral Commission Chairperson Kennedy Mutenyo.
Speaking at the unveiling, Mutenyo highlighted that the by-election presents a fresh playing field, given that the top contenders in the last general election—who collectively secured nearly 90% of the vote—are not participating this time.
“The top four contenders in the last election won’t be running in this by-election,” Mutenyo stated. “Nobody should tell you lies. Whoever is coming is starting from zero.”
In his remarks, Kasacca emphasised the need to fix governance in Uganda as a means of achieving socio-economic transformation. He dismissed the notion that elections should be about rewarding individuals, stressing that the focus should be on restoring the country’s political direction.
“This election is not about awarding people. It’s about putting the country back on track,” he said.
Kasacca also cautioned against political opportunism, warning voters to be wary of leaders who frequently switch allegiances for personal gain.
“Beware of political opportunists,” he said. “Such leaders manipulate people, jumping from here to there, from wave to another, seeking political gains.”
Kasacca described the by-election as an opportunity not just for Kawempe North but also for DP to renew its political presence nationwide.
He also called for greater dialogue and reorganisation among opposition parties, arguing that without unity, meaningful change would remain elusive.
Several political parties have fielded candidates in the race. The National Unity Platform (NUP) has fronted city lawyer Elias Luyimbazi Nalukoola, who was selected after a televised debate among 10 aspirants.
NUP President Robert Kyagulanyi Ssentamu emphasised the importance of a transparent selection process, stating that it allows the public to assess candidates fairly.
The National Resistance Movement (NRM) has endorsed Faridah Nambi, daughter of NRM National Vice Chairman Hajj Moses Kigongo. However, Hajjat Hanifah Karadi, who was also vying for the party ticket, has opted to run as an independent candidate, citing concerns over the nomination process.
The Forum for Democratic Change (FDC) has endorsed musician Sadat Mukiibi, popularly known as Khalifa Aganaga, as its candidate. FDC President Patrick Oboi Amuriat has urged party members to unite behind Aganaga for the by-election.
Several independent candidates have also entered the race, including Muhammad Lusswa Luwemba, a former personal assistant to the late MP Muhammad Ssegirinya. Twahirah Akandinda Ssegirinya, the widow of the late MP, has also declared her candidacy, citing her commitment to improved healthcare, community socio-economic transformation projects, and youth empowerment.
The Electoral Commission has scheduled nominations for February 26 and 27, while the by-election will take place on March 13. The campaign period will run from February 28 to March 11.
The by-election follows the passing of MP Muhammad Ssegirinya on January 9, leaving the Kawempe North seat vacant. With multiple candidates from across the political spectrum, the race is shaping up to be highly competitive.
