Africa-Press – Uganda. Former Police Criminal Investigations Directorate (CID) spokesperson Charles Twine has been remanded to Luzira Prison over charges of hate speech and incitement of violence, stemming from alleged online attacks against Uganda’s Chief of Defence Forces, Gen Muhoozi Kainerugaba, and other senior government officials.

Twine, who had reportedly been missing for nearly a week, was on Thursday arraigned before Buganda Road Chief Magistrate Ronald Kayizzi, where he denied multiple charges brought under the Computer Misuse Act.

He is accused of using social media to disseminate offensive messages between January 2024 and May 2025.

According to the prosecution, Twine, 48, used electronic communication to refer to Gen Muhoozi as “a fat pig and a crook”—remarks the state says were calculated to “ridicule, degrade and demean” the army chief.

Twine also faces accusations of inciting Bobi Wine’s bodyguard, Noah Mutwe, also known as Nuwa Mutwe, to attack and assassinate President Museveni and Gen Muhoozi “by reason of their office or political opinion.”

The charge sheet further alleges that Twine shared social media messages claiming that Speaker of Parliament Anita Among is “a rotten human being” and “the chief sponsor of killings and violence in Bukedea.”

Prosecutors say this message was likely to incite public hostility toward the Speaker.

Twine is also accused of making defamatory statements about other top officials, including Maj Gen James Birungi, commander of the Mountain Division, and Deputy Speaker Thomas Tayebwa.

The prosecution says Twine falsely described Tayebwa as a “money launderer, masquerader and fraudster.”

The state argues that Twine’s online commentary was not only malicious but also posed a potential threat to public order by targeting individuals based on their official roles and political affiliations.

The prosecution cited Section 26 of the Computer Misuse Act, which criminalises the use of electronic communication to send offensive or hateful content intended to degrade or promote hostility against others.

Twine denied all charges and was remanded to Luzira until June 5, 2025, pending further proceedings.
