Hoima Officials Kicked out of PAC Meeting over Forged Documents and Laxity

Africa-Press – Uganda. The Parliamentary Public Accounts Committee (PAC) has dismissed Hoima City and District officials for presenting forged documents and failing to account for public funds.

The funds in question include money meant for pension, gratuity, and the Parish Development Model (PDM).

The committee, led by Kilak South MP Gilbert Olanya, held the session in Hoima.

Officials were asked to respond to the Auditor General’s report but showed up with questionable documents.

Some MPs said the documents had been hurriedly made the previous day.

“We were supposed to meet them two days ago, but they claimed they were in Kyankwanzi,” said Jonam MP Emmanuel Ongiertho.

“We gave them time, but still, some of these papers were prepared yesterday.”

The committee found irregularities in procurement and PDM records. It also raised concerns over missing accountability for pension and gratuity funds.

“These are leaders from Hoima itself. They didn’t travel far. Yet they failed to bring required documents,” Olanya said.

“This suggests money was stolen.”

PAC accused the leaders of trying to hide financial misconduct.

“They have something to hide,” Olanya added.

Patrick Ndyanabo, Hoima’s district public accounts chair, blamed the mess on laziness.

“These heads of department don’t care. They only act when pushed,” he said.

City and district leaders refused to speak to reporters after the hearing. They walked away looking disappointed.

PAC has now given them one week to prepare and appear again in Kampala.

“We won’t allow public money to be eaten,” Olanya said. “We will act.”
