Africa-Press – Uganda. Luweero District is poised for a major agro-industrial boost following President Yoweri Kaguta Museveni’s approval of the USD 160 million Luwero Coffee Park, a joint investment between the Government of Uganda and the Kingdom of Saudi Arabia.
The approval, communicated in a presidential letter dated 12 September 2025, supports the President’s long-term strategy to transform Uganda’s economy through value addition and industrialisation, with a specific goal of increasing coffee export earnings from USD 2 billion to USD 10 billion by 2030.
Local leaders in Luwero have welcomed the project, describing it as a timely and transformative opportunity for farmers, youth, and the wider regional economy.
The acting Resident District Commissioner for Luwero, Mr. Abel Bekunda, confirmed that all key approvals have been secured and that the project is ready to move into implementation.
“The Government of Uganda, in partnership with the Kingdom of Saudi Arabia, is establishing the Luwero Coffee Park. Land for the project has already been secured along Kasiso Road near Nimrod Hotel in Kasana, Luwero. All approvals from both governments are complete, and the groundbreaking is scheduled for January 2026,” Bekunda said.
He noted that the project is expected to employ more than 2,000 people directly and at least 15,000 indirectly, describing it as a major economic opportunity for Luwero and the country at large.
Bekunda urged residents to embrace the project, cooperate with its implementation, and prepare to benefit from the employment and market opportunities it will create.
“This is a big project for Luwero, Greater Luwero, and Uganda. It is a recognition of Luwero’s historical contribution and should not be taken for granted. Those who can grow coffee should grow as much as possible because this project is providing a ready market. Our long-standing challenge of market access is now being addressed,” he added.
Farmers in the district say the Coffee Park comes at a critical time when access to reliable markets has remained a major constraint to growth.
Ms. Alisa Elsie Nangendo, a young coffee farmer operating an eight-acre coffee farm in Katikamu, said the project has restored confidence among producers by reducing uncertainty and strengthening links between farmers and industry.
“The Luwero Coffee Park is a big addition for us farmers. It guarantees a market and encourages us to plant more coffee,” Nangendo said.
“I joined coffee farming in 2022 after my father allocated me eight acres of land. I planted my first coffee two years ago and plan to expand further in the coming years. I believe this project will bring in foreign exchange, create jobs, and widen opportunities for young people.”
She encouraged fellow youth to embrace agriculture, describing it as a practical and sustainable pathway out of poverty, adding that farming has proven both interesting and profitable.
Furthermore, Lameck Zziwa, a farmer in Kasana said the investment complements government programmes such as the Parish Development Model (PDM) by ensuring that increased production is matched with a guaranteed market.
“Government has encouraged us to produce more under programmes like PDM, but production without a market discourages farmers. This investment completes the cycle by guaranteeing demand, improving incomes, and motivating farmers to remain productive,” Zziwa said.
Meanwhile, Mr. Augustine Kisitu, the Luwero Coffee Park Project Coordinator noted that 29 acres of land have been secured for the development, with construction expected to begin in earnest once the groundbreaking ceremony takes place.
“Once operational, the park will create at least 2,500 direct jobs, support more than 100,000 coffee-farming households, and generate billions of shillings in foreign exchange earnings for the country,” Kisitu said.
He added that the project aligns directly with President Museveni’s value-addition agenda and is strategically located at the centre of major coffee-growing areas, making it easily accessible from neighbouring districts including Nakaseke, Mukono, Kayunga, Wakiso, and Masaka.
