Africa-Press – Uganda. President Museveni has issued a firm warning to Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs) in the Busoga sub-region, cautioning them against abandoning their constitutional responsibilities in pursuit of elective political positions.

The directive, delivered by Hajji Yunus Kakande, the Permanent Secretary in the Office of the President, comes amid growing reports of commissioners engaging in partisan politics and a wave of resignations ahead of the 2026 general elections.

“Over 31 RDCs resigned from their positions to contest for political office in the recent past, but most of them were unsuccessful,” said Kakande.

“This was a wrong decision, and we are putting an end to it. Anyone who leaves their post to join elective politics should not expect to return if they lose.”

The message was delivered at the opening of a four-day capacity-building workshop held at the Source of the Nile Hotel in Jinja.

Organised by the Office of the President, the workshop brings together RDCs, RCCs, and key security stakeholders from the Busoga sub-region.

Its aim is to enhance coordination and sharpen the commissioners’ focus on service delivery and political stability ahead of the 2026 elections.

The workshop follows recent internal National Resistance Movement (NRM) elections, which were marred by violence and irregularities.

The President’s office believes the training will help streamline the implementation of government programs and strengthen governance structures.

“You are the President’s representatives on the ground. Your focus should be on service delivery, poverty alleviation, and mobilizing support for government initiatives—not on personal political ambitions,” Kakande emphasized.

He also cautioned against interference from powerful individuals, commonly referenced as “orders from above,” especially during politically sensitive periods.

Commissioners, he said, must remain loyal to their constitutional mandate and the people they serve.

Also speaking at the event, Hon. Florence Mutyabule, the Senior Presidential Advisor on Poverty Alleviation in Busoga, called on RDCs to lead in implementing government socio-economic programs like the Parish Development Model.

“Busoga still faces widespread poverty. RDCs must take the lead in championing government strategies for poverty alleviation. That’s how we will strengthen support for the NRM and the President,” she said.

Jinja City RCC and Regional RDCs Chief Whip, Mr. Richard Gulume Balyaino, welcomed the President’s message, calling the workshop timely and necessary.

“This engagement is long overdue. It will help us refocus and prepare for the upcoming elections with better coordination and commitment to our core duties,” he noted.

Several RDCs in attendance raised concerns about the challenges they face in fulfilling their mandates, citing political interference and lack of coordination during election periods.

As Uganda moves closer to the 2026 general elections, President Museveni’s warning signals a renewed emphasis on discipline, performance, and institutional loyalty.

The four-day workshop is expected to conclude with a set of actionable resolutions to enhance service delivery in Busoga and across the country.
