RDC Boss Advises Buliisa Leaders on Government Agenda

Africa-Press – Uganda. The Head of the RDC Secretariat in the Office of the President, Major Martha Asiimwe, has outlined key government priorities for the 2026–2031 term, emphasizing economic growth, wealth creation, infrastructure development, and human capital development.

While addressing district leaders in Buliisa District during her Bunyoro region service delivery assessment tour, Asiimwe commended residents for supporting President Museveni with 70% of the vote, but questioned why it was not higher.

“Congratulations, good people of Buliisa, for your sacrifices and overwhelming support in the recent elections. But why not 100%? Are there issues? We shall address them in the coming kisanja,” she said.

Asiimwe stressed that the ruling National Resistance Movement (NRM) is guided by transparency and accountability, noting that the government is concluding the 2021–2026 term with what she described as an “excellent scorecard.”

She said the next five years will focus on growing the economy, creating jobs, improving infrastructure, strengthening human capital, enhancing democracy and governance, and promoting regional integration and political federation.

According to Asiimwe, government efforts will continue to prioritize increasing household incomes and integrating citizens into the money economy through initiatives such as the Parish Development Model (PDM).

“The President’s call for everyone to join the money economy with ekibaaro is being realized,” she noted.

Buliisa District continues to benefit from several government programs. The district has 37 PDM SACCOs, which have collectively received shs 13 billion, benefiting over 11,000 households.

Under the Emyooga initiative, 18 SACCOs with more than 12,000 members have received shs 780 million.

In the water sector, 118 out of 131 villages—about 90%—now have access to safe water sources.

Asiimwe warned district leaders against corruption, saying stricter measures will be enforced in the next term.

“Misuse of funds under Emyooga, PDM, and UPE/USE must not be tolerated. Shoddy work by contractors, absentee health workers, theft of medicines, and illegal land evictions are signs of failure in supervision,” she said.

She also raised concern about illegal school charges in government schools, which she said are locking out children from low-income families.

The government, she added, plans to recruit 50,000 teachers to ensure free education is fully implemented.

Buliisa currently has 31 government primary schools and four government secondary schools, supported by private institutions. The construction of three seed secondary schools is ongoing and expected to improve access.

In healthcare, gaps remain. Out of 10 sub-counties, three lack any government health facility. Government plans include upgrading facilities and constructing new ones in underserved areas.

Electricity access stands at eight out of 10 sub-counties, with plans to extend power to the remaining areas in the next term.

Local Leadership Response

The Buliisa District Chairperson, Fred Lukumu, said government funding has supported road improvements, especially due to oil and gas activities in the area.

Meanwhile, Resident District Commissioner Longino Bahebwa pledged to strengthen coordination among leaders to ensure effective service delivery.

The mobilization visit is part of a nationwide effort by the RDC Secretariat and the Anti-Corruption Unit to monitor government programs and enhance public awareness on service delivery and accountability.
