Uganda Launches First Parliamentary Internet Governance Forum

Africa-Press – Uganda. Uganda has inaugurated its first Parliamentary Internet Governance Forum, bringing together lawmakers, civil society, regulators, and the private sector to deliberate on policies and strategies shaping the country’s digital future.

The launch took place at Mestil Hotel in Kampala, with Deputy Speaker of Parliament Thomas Tayebwa presiding over the event.

In his keynote address, Tayebwa emphasised the importance of responsible, collaborative internet governance.

“We must never forget: we control the internet; it should not control us,” Tayebwa said.

He highlighted the far-reaching influence of the digital space, noting that it touches everything from parenting to mental health and national security.

Tayebwa also underscored the need for regional cooperation to tackle shared challenges such as high data costs, limited access in rural areas, and the growing threat of cybercrime.

“In Uganda, internet penetration stands at just 28 percent—we must do more to close this gap,” he said.

He expressed support for continental efforts to harmonise digital regulations, push for tech companies to be held accountable, and ensure compliance with local taxation and legal frameworks.

“I am encouraged by the direction Africa is taking. Together, we can shape an inclusive, affordable, and secure digital future,” Tayebwa said, while praising MP Sarah Opendi and ICT Minister Chris Baryomunsi for their roles in initiating and championing the forum.

The Uganda Parliamentary Internet Governance Forum is expected to serve as a regular platform for lawmakers and stakeholders to exchange ideas, monitor progress, and craft policies that protect citizens while promoting innovation.

Participants agreed that Uganda’s digital transition must be anchored in rights-based approaches, transparency, and accessibility, especially as more services move online.
