The committees of the National Assembly approved, on Wednesday (16), in the specialty, the Law of Legislative Authorization on the General Principles relating to the Organization and Application of the Indicative Structure of Salary Tables and Subsidies or Remuneration Supplements of the Civil Service that goes to the final global vote next week.

The President of the Republic requested legislative authorization from the National Assembly, to amend the provisions of Presidential Legislative Decree No. subsidies or salary supplements for the Civil Service.

With these changes, it is intended to improve the organization and application of the evidentiary structure of the salary scales and salary supplements of the Civil Service, correct the salary disparity that exists between civil servants and administrative agents included in the non-technical career and the other careers of the general regime. its special.

In accordance with the proposal, with this exercise, the transition of auxiliary teachers of the 6th, 5th and 4th grade to the index of auxiliary teachers of the 3rd grade is also desired, due to the correction to occur in the non-technical career and to safeguard the internal equity and dignity of the teaching career. On the other hand, it will allow the adjustment and leveling of salaries practiced in the Civil Service.

In the use of this Legislative Authorization, the President of the Republic, as Holder of the Executive Power, must, in the field of Public Administration, define the principles to which the structure of the indicia and salary tables obey, approve the indicia structure of the salary tables of the Civil Service , as well as their subsidies or salary supplements.

The specialized committees of the National Assembly also approved, in particular, the Draft Law on Legislative Authorization that authorizes the President of the Republic, as holder of the Executive Power, to legislate on the Social Protection System of the Angolan Armed Forces (FAA). It also provides for the rationalization of political action and the convenience of altering the sector’s social protection system, in order to generate a balance between the various measures inherent to the implementation of the restructuring of the Angolan Armed Forces, in particular, the normalization of the process of retirement age-limited staff and ensuring their economic and social stability after transition. The parliamentarian justified that the accumulation of pensions is at stake, asking that if “someone who spent many years of military service in the FAA and then passed to the Police, what pension does he receive?”, he questioned, adding that the uniformity of the The social protection system of the country’s security organs must be thought of in the long term.

For deputy João Pinto (MPLA), we are facing a law that looks at a social protection system that seeks to avoid social regression, observing that needs to be clarified, as these resources benefit people who, for reasons of reconciliation, are necessary, and he stressed that there are people who have contributed and are not protected.

We must recognize that it has an important role, because it has been an example that the Angolan State has created of social inclusion. But there is a phenomenon about social protection, in that former soldiers who are not officers and work for other military officers and live on these funds are mistreated, insulted. The state must treat everyone equally”, he defended.

National Police

The specialized committees of the National Assembly also approved the Reports Opinions Sets of the proposed Laws to amend the Posts and Badges of the National Police and the Right to Petition.The diplomas, which are a legislative initiative of the Executive, will go to the final global vote at the next plenary meeting, scheduled for the 24th of this month.

In the framework of the proposed Law to Change the Posts and Badges of the National Police of Angola (PNA), badges were created for the post of second commander-general, changing to a golden color, to differentiate them from other officers.

The change arises from the fact that the second commander-general bears the badges of chief commissioner, which are the same as the other chief commissioners, who do not exercise the position, such as the inspector general of the National Police and the commanders of the special police.

As a result of the creation of the badges for the post of second commander-general, the color of the badge displayed by the commander-general of the PNA will also be changed, which will be the same color as that of the second commander (golden), taking into account to which both are part of the corporation’s command structure. The deputies also approved the proposal for a Law on the Right to Petition in the specialty.
