State reform reduces bureaucracy in public services

Africa-Press – Angola. As part of State reforms, the Government has implemented, so far, within the scope of the Simplifica 1.0 Project, 75 measures out of the 99 planned acts, with the aim of providing more dynamics to administrative procedures and reducing bureaucracy.

Of the total of 32 acts, 24 were fully executed and of the 99 planned measures, 76 were implemented by the State sectors, facilitating citizens’ access to public services, reducing service and response times to requests.

In this order, in the execution chapter, the sectors themselves, due to the matter, are responsible for operationalizing the measures, in order to provide greater solidity to the results. Simplifica 2.0, created by Presidential Decree No. 182/22, of July 22, has an execution rate of 37.1 percent, with seven of the 26 planned acts implemented and 33 measures implemented out of the 89 planned.

With the Project, the Executive intends to eliminate 121 requirements, of the 291 existing in the Public Administration, unify 13 documents that focus on identical and transversal matters, extend the validity period of ten documents and licenses, as well as integrate 20 procedures carried out by different services.

Simplifica is a programmatic instrument of periodic renewal and gradual implementation, which aims to improve the provision of public services, reducing bureaucracy and delays in the performance of administrative bodies and services.

Thus, the Simplifica 1.0 and 2.0 Project, approved by Presidential Decree, constitutes an Executive strategy to make Public Administration increasingly modern, in order to provide rapid responses to citizens’ interests.

Having foreseen a third package, which is already in preparation, the Executive, through this program, aims to guarantee citizens and companies a dynamic environment that meets their needs, within the modernization of Public Administration. This involves, in accordance with Presidential Decrees and the various acts already implemented, the simplification and elimination of bureaucracy to the fullest extent.

To speed up the process, the Executive, through the Secretariat of the President of the Republic for State Reform, guides actions to gradually reduce administrative excesses.

Diploma approval

Measures are being implemented that await the approval of the legal diploma that regulates it and others that require technological adjustment. Acts and measures in execution include the Works License, Official Gazette, Registration of Trademarks/License to Exploit the Trademark, Environmental Licensing Procedure, Registration of Vessels, Fixed or Floating Maritime Devices and/or River Ships.

License for the Sale of Butane Gas, License for Maritime Transport of Petroleum Products, License for Waste Management, Authorization for New Low Voltage Connection. The Land Rights Grant Procedure and the Land Registry of Built Property are among the measures awaiting the technological adjustment diploma.

In 2023, the launch of the Vehicle Title was scheduled, a document that unified the Registration Book and the Car Ownership Title. The implementation of the document is part of the Simplifica 1.0 Project and represented a milestone in efforts to modernize public services, through which the Government seeks more practical, agile and accessible solutions for everyone, in order to guarantee Property Registration.

The Executive’s initiative essentially aims to reduce the difficulties and bureaucratic excesses that citizens face when acquiring the Booklet and Property Registration. After being publicly presented last September, the implementation of the Vehicle Title has been carried out according to an execution schedule that gradually covers some provinces. The Vehicle Title is the unification of the Registration Book and the Vehicle Ownership Title and arises from the need to speed up the identification of motor vehicles throughout the country, providing more quality to the Ownership Registration process.

The new document constitutes a single vehicle identification certificate that allows the user to handle two in one, as it resulted from the unification of the Booklet, which brought together the physical characteristics of the vehicle, the Property Title, with the owner’s identification.

For the Government, it represents an additional innovation, which offers objective conditions for a single inspection action, bringing together the services of the National Police and the General Tax Administration (AGT), with the National Police being responsible for issuing the document.

The Executive, with this, created the conditions for interoperability between the services of the Ministries of the Interior and of Justice and Human Rights. In addition to the modernization of public services, the measure covers the security component, due to the ease of vehicle identification, providing economic and financial advantages.

Measures implemented by the sector in 2023

In the field of Simplifica 1.0, in 2023, the following measures were implemented: the Military Census, which became unofficial; Procedure for obtaining a Visa, previously required documents having been discontinued; License for Motorcycle Taxi Activity; Car Property Title; and Booklet that gave rise to the Vehicle Title.

In the second package (2.0), measures were implemented relating to the Commercial Permit, Commercial Services Provision Permit, Industrial Permit, Restaurant Establishment Exploration Permit and similar, having been established, in this particular, a Single Permit, with an unlimited period of validity.

These also include the License for the Operation of Fuel Filling Stations, License for the Creation and Operation of Private Education Establishments (Colleges), License for the Installation of Road Equipment Workshops. The measures implemented in the various diplomas include the Consular Management System, Habitability Certification and the Fire Safety Certificate.

To verify the level of compliance with the measures contained in the Simplifica Project, the Government monitored and evaluated the mass dissemination of information about the Project, in addition to providing training, through seminars, to employees of Local Government bodies. Therefore, working visits were carried out to 11 provinces, namely Luanda, Huambo, Bié, Benguela, Bengo, Cuanza-Norte, Cuanza-Sul, Cabinda, Cuando Cubango, Cunene and Malanje.
