Africa-Press – Angola. Academics from the province of Moxico said yesterday, Saturday, in Luena, that the Constitution of the Republic of Angola was decisive in the implementation of the Democratic State and the rule of law, as well as in the solidification of national sovereignty.
Speaking to press, regarding the 13th anniversary of the Constitution of the Republic of Angola (CRA) to be celebrated on the 5th of the current month, the jurist Agostinho Machado underlined that the magna law gave an effective identity to the National Assembly, allowing functions as a “true compass” in legislative matters.
The lawyer also highlighted the consecration of fundamental rights, which have been observed, mainly, in the last six years.
In turn, jurist Daniel Nzenguele said that the Constitution reinforced the separation of sovereign bodies, expanding citizens’ rights, freedoms and fundamental guarantees.
The political scientist Pedro Caiombo defended greater dissemination of the document in the communities, to allow citizens more knowledge about their rights and duties.
Regarding the content of the Constitution, he defended the need to decode some matters, to facilitate their interpretation.
The Constitution of the Republic of Angola, the first in the country, was enacted on February 5, 2010, by the then President of the Republic, José Eduardo dos Santos, replacing the Constitutional Law of 1992.
In 2021, the Draft Law for Revision of the Constitution of the Republic of Angola was considered and approved, in an initiative of the President of the Republic, João Lourenço.
The punctual review helped to clarify matters hitherto considered divisive, which left the Executive and the opposition parties, for several years, at opposite ends.
Essentially, after revision, the document clarifies the difficulties of interpretation that arose regarding the supervision of the Executive, by the National Assembly, and ensures the exercise of voting by Angolan citizens residing outside the country.
The constitutional revision text removed the principle of gradualism in the implementation of municipalities, and changed the positioning structure of institutions such as the National Bank of Angola, which now has the constitutional status of an independent entity and a new way of appointing the governor.
