The Minister of State and head of the Civil House of the President of the Republic, Adão de Almeida, appealed, on Friday, in the city of Huambo, to young leaders to add values ​​and innovative ideas so that the Nation can achieve its constitutional mission and purpose national team to achieve the best results in the Local Governance strategy.

Adão de Almeida, who spoke during the opening ceremony of the “I National Workshop Young Leaders in Local Governance”, an initiative of the Ministry of Territorial Administration (MAT), said that the vision defended aims to provide a perspective for continuous reflection on the Administration model Public that the country intends, regarding the relationship and responsibilities between the Central and Local Administration.

The Constitution of the Republic, according to the Minister of State, defines that Public Administration is structured based on the principle of bringing services closer to the population and is governed by the principle of good administration.

Adão de Almeida explained, on the other hand, that the Fundamental Law defines the promotion of excellence in the different aspects of life and sectors of activity as a task of the State, on which three key elements are based, namely “reflecting on the approximation of services, good administration and excellence.”

“The three elements are inseparable, and it is very difficult for a Public Administration to achieve one without the others”, explained the Minister of State, during the event held under the motto “Transforming Communities with Committed Young Leadership”, witnessed by more than 300 guests coming from 18 provinces in the country.

According to the Minister of State and head of the Civil House of the President of the Republic, the ideal is to pursue the ambition of implementing the three principles simultaneously and ensuring that public services are increasingly closer to citizens, that they are well provided and that aims for nothing less than excellence.

“The ultimate aim of our existence as a country and Public Administration is the satisfaction of collective needs, the construction of a society of peace, justice and social progress”, he reinforced.

As young leaders in local governance, continued Adão de Almeida, “we can add values ​​so that, as a Nation, we can achieve this constitutional mission of national design”, he stressed.

The approach, said Adão de Almeida, requires that we be able to position the bodies providing services close to the communities, that is, “that the essential administrative services that the citizen needs to achieve the objectives are available in their district”.

“There is little point in having services available if good administration is not the inspiring principle of Local Administration action”, he maintained. Adão de Almeida added that, in addition to physical and institutional proximity, it is important that the approach represents an effective improvement in the quality of service provided.

“Our relationship with citizens has two essential moments, particularly in Local Administration, where direct and daily contact is maintained with citizens, associated with the legitimacy necessary for community leadership.

The Minister of State also mentioned that the approach also assumes a physical perspective, of physical contact, eye to eye with the citizen, to understand and feel their problem, to seek possible solutions with them. He reinforced that proximity requires a direct relationship with the citizen, without intermediation.

“If the relationship between the administrator and the person administered is distant, a cloud can easily come between one and the other”, he warned.

Immediacy

Adão de Almeida said that there are many behaviors that combine with the desire for immediacy, highlighting that one of the biggest mistakes made in development processes is wanting to go too quickly.

“We must resist the temptation of wanting everything for today, of wanting immediate results, everything has its time and many things do not depend solely on us”, he said, and then resorted to a phrase from Hippocrates, father of medicine, according to which “life is short, art is long”.

Populism

Adão de Almeida warned that populism is growing and threatening the future of democracy and as young people, this concept should lead to a deep reflection on the future of democracy.

“A territory like ours, subjected to around 500 years of colonization, followed by 27 years of armed conflict, shortly after its independence, must have the construction of the Nation as one of its main challenges and which becomes greater in a context young population with access to the world just a click away.

Community participation

The Minister of Territorial Administration (MAT), Dionísio da Fonseca, said that the objective of holding the 1st National Workshop for Young Leaders in Local Governance is to contribute positively and improve the living conditions of the population, promoting their well-being.

To achieve this goal, the MAT portfolio holder said that it is necessary to be able to help the development of others, break negative habits and patterns.

“The young leader in local governance must be one who does not conform, who fights complacency and conformity, who overcomes afflictions and who gets up and continues to march whenever he stumbles”, he conveyed.

Dionísio da Fonseca also said that in these difficult times that the country is going through, as a result of the global economic and financial crisis, the young leader in Local Governance must have great inner strength, must not give up or make others give up..

For the governor of Huambo province, Lotti Nolika, the event comes in a crucial context, in which the dynamism of local leaders is called upon to play an essential role in the country’s sustainable development.

“The holders of management and political, strategic and operational leadership positions at the Local Administration level are the key players in local development and the consequent progress of society, being responsible for implementing policies that directly impact the lives of communities “, he said.
