Africa-Press – Angola. The specialized committees of the National Assembly (AN) took note, this Tuesday, of the annual report on the Activities of the Attorney General’s Office (PGR) for the year 2022.
Pursuant to number 2 of article 163 of the Constitution of the Republic (CRA), the National Assembly is responsible for receiving the Annual Activity Report from the Attorney General’s Office for information.
The president of the AN’s Legal and Constitutional Affairs Committee, AntoĢnio Paulo, clarified, in this regard, that the Constitution imposes limits in relation to the assessment, an assessment that Parliament must make on the annual activity reports of justice bodies.
He also recalled that within the scope of the 2021 constitutional review, activity reports from the higher courts will not be sent to the National Assembly.
Findings
From the analysis of the functioning of the PGR in the 2022 financial year, it was found that, despite the constraints caused by insufficiency, translated into the lack of total or partial fulfillment of the body’s needs, there was a positive performance of the work carried out by the body.
According to the deputy rapporteur, Yolanda de Sousa, the human capital of the PGR, whether of magistrates from the Public Prosecutor’s Office, justice technicians, employees and administrative staff, is insufficient to meet the labor demand, due to the high number of cases registered during the year, in addition to those carried over to 2023.
It was found that the lack of autonomous facilities to accommodate the PGR headquarters has hampered services, as well as permanent guidance and monitoring, as the territorial dispersion of central bodies makes it difficult to coordinate all activities.
Likewise, the report emphasizes the lack of means and equipment to assist investigation and procedural instruction, which has been reflected in procedural slowness and the quality of procedural acts.
It is clear that the slowness of the laws of the Attorney General’s Office and the Superior Council of the Judiciary of the Public Prosecutor’s Office has delayed the process of modernization and functional improvement of the institution, along with the lack of means of transport to distribute to all magistrates of the Republic. the sector.
The PGR is a body that represents the State in the exercise of criminal action, in the defense of the rights of natural or legal persons, in the defense of legality in the exercise of the jurisdictional function and in monitoring legality in the preparatory investigation phase of the processes and in what concerns the execution of sentences.
