Parliament Approves 2025 Third Quarter Budget Report

Africa-Press – Angola. The Execution Report of the General State Budget (OGE) for the 3rd quarter of 2025 was definitively approved on Friday, in Luanda, by the deputies of the National Assembly, with 101 votes in favor, 76 against, and three abstentions.

The document that was approved during the 6th Ordinary Plenary Meeting of the 5th Legislature of the National Assembly reflects that in the 3rd quarter of 2025, revenues amounting to approximately 5.9 million kwanzas were collected and a record of expenses of around Kz 6.3 million kwanzas, resulting in a budget deficit of about 362.2 million kwanzas.

During the period under review, the oil sector recorded an average production of 1.031 million barrels per day, lower than the target set in the 2025 State Budget, estimated at 1.098 million barrels daily.

The weighted average export price of crude oil during the third quarter of 2025 was USD 69.16 per barrel, which corresponds to a negative difference of USD 0.84 compared to the estimate of USD 70 per barrel foreseen in the OGE.

At the diamond sector level, a production volume of around 3.8 carats was obtained, with an average price of USD 102/carat.

Tax revenues collected are around Kz 1,6 million, which includes a participation rate of 27.28% and a collection level of 23.78%, representing an increase of 49.68% compared to the revenue amount of the same period of the previous year.

In the 3rd quarter of 2025, current expenses were about to 2.9 million kwanzas, corresponding to a participation rate of 47.20% of the expenses incurred in the quarter, an execution level of 19.60% compared to the expenses foreseen in the 2025 State Budget, representing an increase of 18.83% when compared to the same period of the previous year.

The social sector recorded expenditure of 1.6 million, equivalent to 22.28% of the total budgeted amount, representing 26.66% of the total expenditure in the quarter and an increase of 49.22% compared to the expenditure in the same period of 2024.

Expenditure on economic affairs reached 630,194 million kwanzas, equivalent to 22.87% of the budgeted expenditure, with a share of 9.99% of the total expenditure and an increase of 43.19% when compared to the expenditure in the same period of the previous year.

The defence and security sector recorded expenditure of Kz 893,813 million kwanzas, representing 33.16% of the annual budgeted amount, and had a share of 14.16% of the total expenditure for the quarter. Compared to the same period last year, there was an increase of 18.88%.

The expenses related to financial charges amounted approximately 2.4 million kwanzas, registering an execution level of 13.84% and a participation rate of 38.84% of the total expenditure, representing an increase of 32.25% compared to the expenditure of the same period last year.

The public services sector as a whole recorded expenses of 653,060 million, representing an execution of 16.64% of the annual budgeted expenditure and a participation of 10.35% of the total expenditure for the quarter under review.

Regarding the public debt stock, it was around 60.08 billion kwanzas, equivalent to USD 65.87 billion, registering an increase of approximately 3% compared to the stock in the 2nd Quarter of 2025 and an increase of 2% compared to the same period of the previous year.

The debt stock of public companies, namely the national oil company (Sonangol) as well as the national airline (TAAG) amounted to Kz 1.96 billion, equivalent to USD 2.15 billion, representing a reduction of approximately 0.8% compared to the 2nd Quarter of 2025 and a reduction of 4% compared to the same period of the previous year.

The stock of external public debt by the creditor totaled Kz 43.06 billion, equivalent to USD 47.06 billion, while the stock of internal public debt by the creditor was valued at 17.01 billion kwanzas, equivalent to USD 18.66 billion.

It is worth recalling that the 2025 General State Budget set estimated revenues at over 34.6 billions of kwanzas.

Before the Execution Report of the General State Budget for the 3rd quarter of 2025, parliamentarians reviewed and approved, in general, the Cybersecurity bill.
